Book excerpt: Although democracy is, in principle, the antithesis of dynastic rule, families with multiple members in elective office continue to be common around the world. In most democracies, the proportion of such "democratic dynasties" declines over time, and rarely exceeds ten percent of all legislators. Japan is a startling exception, with over a quarter of all legislators in recent years being dynastic. In Dynasties and Democracy, Daniel M. Smith sets out to explain when and why dynasties persist in democracies, and why their numbers are only now beginning to wane in Japan—questions that have long perplexed regional experts. Smith introduces a compelling comparative theory to explain variation in the presence of dynasties across democracies and political parties. Drawing on extensive legislator-level data from twelve democracies and detailed candidate-level data from Japan, he examines the inherited advantage that members of dynasties reap throughout their political careers—from candidate selection, to election, to promotion into cabinet. Smith shows how the nature and extent of this advantage, as well as its consequences for representation, vary significantly with the institutional context of electoral rules and features of party organization. His findings extend far beyond Japan, shedding light on the causes and consequences of dynastic politics for democracies around the world.

Book excerpt: Before World War II, the Imperial Japanese Army (IJA) developed an offensive tactical doctrine designed to allow its infantry forces to fight successfully against a superior foe, the Soviet Union. A battle test of that doctrine's effectiveness occurred from June through August 1939 along the Outer Mongolian-Manchurian border, This essay follows the daily combat operations of the lJA's 2d Battalion, 28th Infantry Regiment, 7th Infantry Division, for a two-month period. During that time, the 2/28th Infantry was in constant contact with Soviet combined arms forces. In July the battalion participated in offensive operations against Soviet units commanded by General Georgi K. Zhukov. When Japanese tactical doctrine failed against a Soviet combined arms force, the Japanese went on the defensive. Japanese officers, however, regarded defensive doctrine as transitional in nature and adopted it only to gain time to prepare for a counterattack. Defensive doctrine dictated that terrain be held until the resumption of offensive operations that would destroy the enemy.

Although influences of Western antisemitism reached the country in the late 19th century, it was only during Japan's participation in the Siberian Intervention of 1918-22 that the "Protocols of the Elders of Zion" made their way to Japan. The dissemination of this work promoted "conspiracy and scapegoating antisemitism" in the country. In 1920-21, several Japanese translations of the "Protocols" appeared, and the topics of Jewish omnipotence and the "Jewish peril" ("Yudayaka" in Japanese) became widespread in the mass media and in literature. One of the themes discussed was the "Jewish character" of the Bolshevik Revolution. Discusses writings by Eiju Oniwa, Tsuyanoske Higuchi (aka Baiseki Kitagami), Seika Ariga, Minetaro Yamanaka, Tokio Imai, etc., as well as the writings of those who criticized the conception of the "Jewish world conspiracy" and rejected the "Yudayaka" and the veracity of the "Protocols": Sakuzo Yoshino, Tokusaburo Hatta, Kametaro Mitsukawa, Masao Kinoshita, and others. In 1929 a roundtable on the "Jewish problem" was organized by the magazine "Heibon".

Scholars argue that the origins of corruption can be found in the "iron triangles" formed by politicians, bureaucrats, and businessmen during the postwar era or during the Pacific War years. In this examination of malfeasance in Japanese public office, Richard Mitchell systematically surveys political bribery in Japan's historical and cultural contexts from antiquity to the early 1900s. Mitchell's narrative serially considers scandals involving courtiers in the ancient imperial government, corruption among the shogun's samurai officials, and political bribery among bureaucrats and party politicians in the mid-nineteenth century. Mitchell concludes that bribery was as ubiquitous in premodern Japan as it has been in recent times. Focusing on the period since 1868, Mitchell discusses in fascinating detail changes in political bribery in the wake of suffrage expansion, estimates of the enormous amount of campaign money needed to win a Diet seat in both the prewar and postwar periods, and the low conviction rate of suspected takers of bribes.
