In school playgrounds across Britain, kids are inventing a version of colour-blind, multi-ethnic interaction that should teach the adult world a thing or two - not least about the amazing, superdiverse generation that is to come. And yet, for over a decade, playgrounds and classrooms have endured unprecedented interference in the form of official racist-incident reporting, training on the importance of racial etiquette, and the reinforcement of racial identities. Such interference is viewed by modern day anti-racists as a necessary bulwark against the creeping influence of the far-right, 'Islamophobia', and more generally the supposed covert racism of the wider population. Many official policy documents written under the influence of this approach insist a failure to tackle racist behaviour at the earliest age will allow racism to incubate and grow. Here, 'racism' is something defined by the notion of what constitutes hate speech or wounding words. Often it can be detected from an entirely innocent phrase, so long as the phrase is perceived by the offence-taker or another party or policy as 'racist'. This mindset has, in recent years, permeated public discourse on the subject. Evidence of racism - such as a gaffe by a politician or celebrity, or a footballer's on-pitch insult - is always 'the tip of iceberg' (the moment that racist society breaks the surface and is revealed to all). The idea of a hidden mass of racists in our midst explains the advent of a racism-watch approach that turns up the attenuator and trawls the nooks and crannies of everyday life for tell-tale signs. Moreover, PC anti-racism synthesises many of today's worst cultural trends: the erosion of free speech and of adult moral authority; the elevation of victimhood and of identity politics (particularly the reinstatement of racial identity); the misanthropic view of rotten, vulnerable humanity (where the state becomes purifier); the cult of child protection and the emergence of a degraded and vulgar conception of child development. It is with some irony, then, that modern day anti-racism can be argued as having taken over from old-fashioned racism as the dominant racialising force in British society.

Book excerpt: In today's multicultural and multireligious societies, humour and comedy often become the focus of controversy over alleged racist or offensive content, as shown, for instance, by the intense debate of Sacha Baron Cohen's characters Ali G and Borat, and the Prophet Muhammad cartoons published in the Danish newspaper Jyllands-Posten. Despite these intense debates, commentary on humour in the academy lacks a clear way of connecting the serious and the humorous, and a clear way of accounting for the serious impact of comic language. The absence of a developed 'serious' vocabulary with which to judge the humorous tends to encourage polarized debates, which fail to account for the paradoxes of humour. This book draws on the social theory of Zygmunt Baumann to examine the linguistic structure of humour, arguing that, as a form of language similar to metaphor, it is both unstable and unpredictable, and structurally prone to act rhetorically; that is, to be convincing. Deconstructing the dominant form of racism aimed at black people in the US, and that aimed at Asians in the UK, The Rhetoric of Racist Humour shows how racist humour expresses and supports racial stereotypes in the US and UK, while also exploring the forms of resistance presented by the humour of Black and Asian comedians to such stereotypes. Book excerpt: Jack Snyder's analysis of the attitudes of military planners in the years prior to the Great War offers new insight into the tragic miscalculations of that era and into their possible parallels in present-day war planning. By 1914, the European military powers had adopted offensive military strategies even though there was considerable evidence to support the notion that much greater advantage lay with defensive strategies. The author argues that organizational biases inherent in military strategists' attitudes make war more likely by encouraging offensive postures even when the motive is self-defense. Drawing on new historical evidence of the specific circumstances surrounding French, German, and Russian strategic policy, Snyder demonstrates that it is not only rational analysis that determines strategic doctrine, but also the attitudes of military planners. Snyder argues that the use of rational calculation often falls victim to the pursuit of organizational interests such as autonomy, prestige, growth, and wealth. Furthermore, efforts to justify the preferred policy bring biases into strategists' decisions—biases reflecting the influences of parochial interests and preconceptions, and those resulting from attempts to simplify unduly their analytical tasks.The frightening lesson here is that doctrines can be destabilizing even when weapons are not, because doctrine may be more responsive to the organizational needs of the military than to the implications of the prevailing weapons technology. By examining the historical failure of offensive doctrine, Jack Snyder makes a valuable contribution to the literature on the causes of war.
