Book excerpt: The United States Air Force (USAF) is committed to assessing environmental compliance; this is achieved in the USAF through the Environmental Compliance Assessment Management Program (ECAMP). These ECAMP audits are designed strictly to assess compliance performance at one point-in-time. They are not intended to assess underlying environmental management systems. This study provides insight into the USAF Environmental Management System (EMS) through a textual analysis of ECAMP data. The analysis discovers eleven categories that emerged from the data: performance, communication, documentation, coordination, training, guidance, notification, resource, human resource, material resource, and financial resource. These categories display a hierarchical relationship. This hierarchical structure exhibits more categories in communication-related definitions. The evidence suggests that the communication-related category accounts for the largest number of environmental compliance deficiencies. This study indicates that assessors should be provided training that enables them to document environmental audit findings in a manner that allows the data to be used to understand and improve existing EMSs.

Book excerpt: This document describes the elements, schedule, roles, and responsibilities of the Lawrence Berkeley National Laboratory (LBNL) Environmental Compliance Audit & Assessment Program (ECAAP). The ECAAP has been developed to meet the requirements of DOE Order 450.1A,1 and Executive Order 13423.2 These referenced Orders stipulate that government agencies must develop environmental compliance audit programs to monitor and improve compliance with environmental regulations. As stated specifically in the DOE Order, as a part of a DOE facility's Environmental Management System (EMS), 'An environmental compliance audit and review program that identifies compliance deficiencies and root causes of non-compliance' shall be developed and implemented. The ECAAP has also been developed to satisfy LBNL's institutional technical assurance assessment requirements promulgated in the Environment, Safety and Health (ES & amp;H) Self-Assessment Program (LBNL/PUB-5344) and described by the ES & H Technical Assurance Program (TAP) Manual (LBNL/PUB-913E). The ES & H TAP Manual provides the framework for systematic reviews of ES & H programs with the intent to provide assurance that these programs comply with their guiding regulations, are effective, and are properly implemented. As required by the DOE and Executive Orders and by LBNL's TAP, the goal of the ECAAP is to identify environmental regulatory compliance deficiencies and to determine their respective causes. The ECAAP then provides a means of correcting any deficiencies identified, and leads to continually improving environmental compliance performance.

The Air Force has adopted a compliance program that identifies problems before they are cited as violations by the U.S. Environmental Protection Agency (USEPA). Beginning in 1984, the U.S. Army Construction Engineering Research Laboratories (USACERL), in cooperation with the Air Force Engineering and Services Center, began research on the Environmental Compliance Assessment and Management Program (ECAMP). The concept was to combine Federal, Department of Defense (DOD), and Air Force environmental regulations with good management practices and risk management issues into a series of checklists that show legal requirements and which specific items or operations to review. Each assessment protocol lists a point of contact to help assessors review the checklists as effectively as possible. The Environmental Compliance Assessment and Management Program: Korea ECAMP is based on the Final Governing Standards for Korea, published by U.S. Forces-Korea in April 1995. Korea ECAMP includes pertinent information from Air Force instructions, DOD directives and instructions, and cited good management practices. The manual is updated continually to address new laws and regulations.
