Book excerpt: The Constitution of Tonga, 132 years old in 2007 -- indeed one of the world's oldest extant constitutions -- has recently, for the first time in history, been subjected to significant scrutiny by the people who live under it. The review process has also canvassed the views of the thousands of Tongans who live in the diasporas of New Zealand, Australia and the USA. However, in the context of an increasingly polarised political debate, the translation of the outcome of that process into constitutional change is proving a difficult task for Tonga's leaders, and the two years that have elapsed since the general elections of March 2005 have been among the most momentous in history.This paper attempts to stand back from the trauma and hurt of recent events and to ask some underlying questions. How is it that the Pacific region is home to a monarchical system that still rules its people, and what has been the secret of its success? What are the changes to the political structure that are already occuring this century? FInally, what order of change is int the air -- will it be constitutional reform on a major scale?While considering these questions, this paper also offers a Political Chronology in its Appendix, as a summary of the events through the 1990s and early 2000s which culminated in the formal process of constitutional reform and the current scene. These years have witnessed diverse developments on the Tongan political stage, which, when considered against the backdrop of conservative society, must be regarded as remarkable.

Book excerpt: Early Childhood Development in Tonga offers a comprehensive assessment of early child development across Tonga using the Tongan Early Human Capability Index instrument. The data has information on more than 6,600 children, ages three to five, living across 36 inhabited islands, and reported for 129 communities. On the basis of population figures from the Tongan census data collection provided by the Tonga Department of Statistics, 81 percent of three- to five-year-olds participated in the Tongan Early Human Capability Index. The report details the development of the instrument used to collect the child development data to ensure cultural validity and local relevance, while still capturing the fundamental aspects of child development that are consistent across countries and cultures. As well as the development of the instrument, other countries will also be interested in learning about h the method of data collection across a country with remote and isolated islands using an innovative partnership between health and education. Using existing systems and community governance structures, the data was not only collected but also disseminated back to communities to raise awareness and prompt community and government mobilization to support early child development. The process of developing and implementing the Tongan Early Human Capability Index across Tonga helped build national and district capacity, and is encouraging the establishment of community-based supports for children. Researchers, policy makers, and practitioners as well as advocates for the development and enhancement of systems to monitor early child development worldwide will find this publication highly significant.

The years covered are from the re-establishment of the Wesleyan Methodist mission in the 1820s until the promulgation of the Tongan constitution in 1875. The missionaries assumed the role of political advisors, but by the 1850s the missionary monopoly was undermined and what author Sione Latukefu calls a "marriage of convenience" and an "alliance" began. The king became selective in the advice he accepted and took his own initiatives. Much of the book deals with the development of kingship and the emergence of written codes of law and the constitution. The book is dedicated to Queen Salote Tupou III who passed the traditions of the royal family to Latukefu, determined to impart her wealth of knowledge of the Tongan traditional past. Church and State in Tonga was the first substantial study by a Tongan of the history of the Tongan monarchy and government, a rich documentary study reinforced by knowledge of local language, customs, and traditions.

Book excerpt: This reference work analyzes and classifies the story themes of Polynesian myths, tales, and legends according to an internationally employed system developed by Stith Thompson in his Motif Index of Folk-Literature ( 1955-1958). Thousands of tales, including those from almost all of the major original collections from the Polynesian area, have been examined and their thematic contents cataloged in this work. In his introduction, the author explains the concept of the motif as a basis for cataloging. He quotes from Professor Thompson's definition of a motif: “the smallest element in a tale having the power to persist in tradition,” for example, gods, marvelous creatures, magic objects, and certain kinds of incidents. The author believes “the function of an index of motifs is to cite bibliographical sources of narratives containing these viable (often irreducible) story elements, and thus to provide the investigator of specific story ideas with comparative Information.” The present work is an attempt to survey thoroughly the totality of Polynesian oral tradition and to indicate the distribution and relationships of narrative materials. Not since the publication of Roland B. Dixon's work on Oceanic mythology in 1916 has this been attempted. This index will be an invaluable reference tool for anyone doing research in Oceanic ethnology and folklore.
