Usually, globalization is equated with the expansion of economic and financial markets and the proliferation of global networks of communication. In truth, much more is at stake: Traditional concepts of individual and national identity as well as perceived relationships between the self and others are undergoing profound change. Every town has become a potential cosmopolis -- an international city -- affecting the way that people conceptualize the relationship between public order and political practice. In Being in the World, noted political theorist Fred Dallmayr explores the globe's transition from the traditional Westphalian system of states to today's interlocking cosmopolitan network. Drawing upon sacred scriptures as well as the work of ancient philosophers such as Plato and Aristotle and more recent scholars such as Martin Heidegger, Hans-Georg Gadamer, and Raimon Panikkar, this book delves into what Dallmayr calls "being in the world," seen as an aspect of ethical-political engagement. Rather than lamenting current problems, he suggests addressing them through civic education and cosmopolitan citizenship. Hartenian places "evidence" in the center of his analysis, showing that Rumsfeld’s "the absence of evidence is not evidence of absence" meant that no evidence was necessary to justify an invasion. The 9/11 attacks, indeed, "changed everything" for the Bush administration and in its aftermath the time for regime change in Iraq had simply come. With no good evidence to support its fears, the administration was certain of a post-9/11-conceived Iraq–al Qaeda "nexus," just as with no evidence except the "absence of evidence" it was certain of Iraqi mastery of "denial and deception" that hid "Saddam’s" "evil" activities. Resting on Cheney’s "one percent doctrine," administration "certainty" of the threat from Iraq required a US invasion. The policy offices of Douglas Feith at the Pentagon, with the help of George Tenet at CIA, would generate a case of such fright and enormity—the "mushroom cloud"—that required administration action. Manipulating intelligence and ignoring the growing body of evidence undermining its case, the Bush administration invaded Iraq to bring about "regime change."

Undoubtedly the political consensus about America’s global role has evolved, but if we want to restore the country’s traditional constitutional framework, it is important to see the role of particular cabals—such as the Project for the New American Century—and how they have repeatedly used the secret powers and network of Continuity of Government (COG) planning to implement change. Yet the author sees the deep state polarized between an establishment and a counter-establishment in a chaotic situation that may actually prove more hopeful for U.S. democracy.
