All the more reason to consider carefully whether it is necessary. This can hardly be the case if previous research in the selected field has already been the subject of an earlier review-or even several competing surveys. On the other hand, more thorough study is necessary if the intensity and scope of research are increasing without comprehensive assessments. That was the situation in Western societies when work began on this project in the summer of 1998. It was then, too, that the challenges emerged: any manual, espe cially an international one, is a very special type of text, which is anything but routine. It calls for a special effort: the "state of the art" has to be documented for selected subject areas, and its presentation made as compelling as possible. The editors were delighted, therefore, by the cooperation and commitment shown by the eighty-one contributors from ten countries who were recruited to write on the sixty-two different topics, by the con structive way in which any requests for changes were dealt with, and by the patient re sponse to our many queries. This volume is the result of a long process. It began with the first drafts outlining the structure of the work, which were submitted to various distinguished colleagues. Friedheim Neidhardt of Berlin, Gertrud Nunner-Winkler of Munich, and Roland Eckert of Trier, to name only a few, supplied valuable comments at this stage.

The conflict of memories and the public discourses about the past are latent on ideological, political and cultural levels. However, if in the past the conflict concerning memories tended to develop inside the borders of countries, it has now leapt into the European arena. This has also led to the confrontation and questioning of the great narratives established in the common memory, especially with countries of the East joining the European Union. Each community, group or nation maintains common memories that do not always fit in or converge with a general overall account. The origins of the UB Solidarity Foundation’s European Observatory on Memories lie in these debates, and through this book — which includes the contributions of specialists in multiple disciplines and the speeches that were given at the first international symposium, “Memory and Power: A Transnational Perspective” — it hopes to present some of the key challenges that this conflict of memories has in store for us in the present and in the future.

Countering violent extremism (CVE) has thus become a crucial priority in the area. While the responses of local governments have been varied, with a greater focus on the use of hard-power, repressive measures, the need to add alternative actions of prevention and rehabilitation to the already existing repressive policies has been highlighted by authorities throughout the region. To emphasize this aspect of the fight against extremism, this ISPI report seeks to provide an analysis of the policies and measures adopted to counter violent extremism in different Mediterranean countries. In particular, it sheds light on the practices of the North African and Middle Eastern countries that have been affected the most by this phenomenon and have been at the forefront of the fight on terror, acquiring valuable experience throughout the years. For this purpose, the experts brought together in this volume illustrate the policies of contrast, prevention and de-radicalization that have been adopted by countries in the MENA region, revealing emerging trends, lessons learned and overviews of the security status of the countries in the area. Their findings demonstrate a diverse approach to CVE that attempts to match and counter the unique local conditions which drive radicalization in each state, while also seeking to provide insight and policy recommendations for CVE measures.

Since the dawn of the new millennium, combating terrorism has become a primary focus of security professionals throughout the world. The attacks of September 11, 2001, inaugurated a new global era of counterterrorism policy and activity, led by the United States, while many countries—from Algeria and Spain to Sri Lanka and Indonesia—have redoubled their efforts to combat their own indigenous terrorism threats. In the Unites States, the counterterrorism goals identified in the National Strategy for Combating Terrorism (2006) can only be achieved through significant multinational cooperation.
