Questa è la prima vera sfida del terzo millennio, una sfida che l'Occidente è chiamato ad affrontare contro chi vorrebbe imporre con gli strumenti del terrore una società che, modellata secondo la visione integralista del Corano e della Sunna, appare incompatibile con i principi di libertà su cui si fondano i sistemi democratici europei. In questo saggio, dopo un breve cenno al terrorismo interno che ha colpito il nostro Paese durante il periodo noto come "Anni di Piombo", l'autore esamina il complesso fenomeno del terrorismo islamista anche con riferimento all'utilizzazione da parte dei gruppi "jihadisti" della Rete Internet e dei media per fini di propaganda, reclutamento e proselitismo, ponendo l'attenzione sulle strategie adottate nell'Unione Europea ed in Italia per contrastare un fenomeno che rappresenta una seria minaccia alla sicurezza ed ai principi di libertà su cui si fondano le democrazie del "Mondo Occidentale", con particolare riguardo alla normativa vigente in Italia aggiornata alla legge nr. 132/2018 (legge di conversione, con modificazioni, del decreto legge 4 ottobre 2018, n. 113, recante disposizioni urgenti in materia di protezione internazionale e immigrazione, sicurezza pubblica, nonché misure per la funzionalità del Ministero dell'interno e l'organizzazione e il funzionamento dell'Agenzia nazionale per l'amministrazione e la destinazione dei beni sequestrati e confiscati alla criminalità organizzata). L'interesse dell'autore sulla tematica nasce dopo il conseguimento del Master in Criminologia e Sicurezza nel novembre 2017: in particolare i moduli relativi al terrorismo ed all'immigrazione hanno fatto nascere nell'autore l'interesse verso un approccio multidisciplinare alle problematiche connesse al fenomeno del terrorismo internazionale; un fenomeno complesso che si è evoluto nel tempo e che ha richiesto un adeguamento delle misure legislative di contrasto sul piano repressivo e preventivo.

During the heyday of right-wing violence between 1969 and 1980, street aggressions, attacks, and murders were commonplace. These bloody episodes were assumed to be the work of fanatical bands of "political soldiers" and urban warriors loosely controlled by secret services and other covert groups, which used them as part of a "strategy of tension" pursued in domestic and international circles. Franco Ferraresi here acknowledges that these rightist groups were in fact permitted a certain amount of freedom, and even in some cases actually aided, in the hope that revulsion at terrorist tactics would have the effect of mobilizing public opinion in favor of existing political arrangements. However, he also studies the extent to which they operated as autonomous units, while he carefully considers the political heritage, the doctrines, and the ideology that motivated them. With the decline of violent activity on both extremes of the political spectrum in the early 1980s, the theory and practice so comprehensively discussed by Ferraresi seemed to have entered a dormant stage. Ferraresi, however, places in context the recent resurgence of neo-fascist forces in Italy, and of the so-called New Right throughout Europe, together with the rise of fundamentalism in many parts of the world.
