Book excerpt: La respuesta de los Estados democráticos al terrorismo se suele plantear en términos de debate entre libertad y seguridad. Sin embargo, este planteamiento no es correcto. En los Estados democráticos, libertad y seguridad no son dos conceptos opuestos, sino vinculados. El Estado, que tiene el monopolio de la violencia legítima, es el único ente con capacidad de proporcionar seguridad a toda la ciudadanía. Sin embargo, la seguridad no es un fin en sí mismo, sino un medio para garantizar las condiciones que hagan posible el desarrollo de la vida en libertad. En último término, la garantía de la libertad es, también, la garantía de la seguridad del individuo frente al poder del Estado. El terrorismo global supone un desafío para el Estado democrático en varios sentidos. Por una parte, pone en discusión el monopolio de la violencia propio del Estado. Pero, por otra parte, plantea el peligro de que el Estado democrático se desnaturalice, si su respuesta al terrorismo llega al extremo de poner en peligro el sistema de libertades. La respuesta al terrorismo, por tanto, tiene que ser ponderada. La cuestión reside en saber dónde colocar el fiel de la balanza. Este libro ofrece al lector un marco para la comprensión de las medidas antiterroristas adoptadas por muchos Estados tras los atentados del 11 de septiembre de 2001. El libro detalla la respuesta al terrorismo global proporcionada por Estados Unidos, Reino Unido, Canadá, Francia y las instituciones de la Unión Europea. Junto a ello, y ya en nuestro ámbito, se examina la singularidad que supone utilizar la ilegalización de partidos políticos como instrumento de lucha contra el terrorismo.

Barber sostiene con convicción que el fariseísmo estadounidense pone en peligro el futuro de Estados Unidos (y del mundo), y que no se puede propugnar la democracia reduciendo la libertad a la dictadura del mercado o imponiendo a otros países las estructuras políticas y el materialismo agresivo típicamente estadounidense. Con un entusiasmo que no excluye el rigor y un gran sentido crítico, Barber nos ofrece una visión inspirada y sugerente de lo que debe ser una ciudadanía mundial comprometida en este siglo XXI.

In Genocide as Social Practice, social scientist Daniel Feierstein looks at the policies of state-sponsored repression pursued by the Argentine military dictatorship against political opponents between 1976 and 1983 and those pursued by the Third Reich between 1933 and 1945. He finds similarities, not in the extent of the horror but in terms of the goals of the perpetrators. The Nazis resorted to ruthless methods in part to stifle dissent but even more importantly to reorganize German society into a Volksgemeinschaft, or people’s community, in which racial solidarity would supposedly replace class struggle. The situation in Argentina echoes this. After seizing power in 1976, the Argentine military described its own program of forced disappearances, torture, and murder as a “process of national reorganization” aimed at remodeling society on “Western and Christian” lines. For Feierstein, genocide can be considered a technology of power—a form of social engineering—that creates, destroys, or reorganizes relationships within a given society. It influences the ways in which different social groups construct their identity and the identity of others, thus shaping the way that groups interrelate. Feierstein establishes continuity between the “reorganizing genocide” first practiced by the Nazis in concentration camps and the more complex version—complex in terms of the symbolic and material closure of social relationships —later applied in Argentina. In conclusion, he speculates on how to construct a political culture capable of confronting and resisting these trends. First published in Argentina, in Spanish, Genocide as Social Practice has since been translated into many languages, now including this English edition. The book provides a distinctive and valuable look at genocide through the lens of Latin America as well as Europe.
