The Bush administration's aggressive campaign to build public support for an invasion of Iraq reheated fears about the president's ability to manipulate the public, and many charged the administration with 'threat inflation', duping the news media and misleading the public into supporting the war under false pretences. Presenting the latest research, these essays seek to answer the question of why threat inflation occurs and when it will be successful. Simply defined, it is the effort by elites to create concern for a threat that goes beyond the scope and urgency that disinterested analysis would justify. More broadly, the process concerns how elites view threats, the political uses of threat inflation, the politics of threat framing among competing elites, and how the public interprets and perceives threats via the news media. The war with Iraq gets special attention in this volume, along with the 'War on Terror'. Although many believe that the Bush administration successfully inflated the Iraq threat, there is not a neat consensus about why this was successful. Through both theoretical contributions and case studies, this book showcases the four major explanations of threat inflation -- realism, domestic politics, psychology, and constructivism -- and makes them confront one another directly. The result is a richer appreciation of this important dynamic in US politics and foreign policy, present and future. This book will be of much interests to students of US foreign and national security policy, international security, strategic studies and IR in general. Book excerpt: In studying the varying effects of terrorism on US foreign policy, the intent of the analysis presented in this paper was to glean lessons from America's past that may be applied in its future struggle against terrorism. Case studies included attacks in Beirut in 1983, West Germany in 1986, and New York and Washington in 2001. The study concluded that terrorism contributed to a complete failure of US policy objectives in Lebanon. Additionally, the American experience with Libyan terrorism, capped by the attack on the La Belle Discoteque in 1986, helped to first introduce military force as a realistic and credible US counterterrorism policy option. And the historic attacks of September 11 fundamentally changed the character and focus of a presidential administration and radically altered relations between the US and Russia, China, and Pakistan. Recommendations for future US policy included: maintaining a strong US presence in Afghanistan in order to prevent its use as a safe haven for terrorists in the future; carefully discriminating between policy issues that are important but separate from terrorism; acting preemptively and unilaterally against terrorists and their sponsors when necessary; and working to reduce the poverty, oppression, and other grievances that give rise to terror.

Pillar that intelligence reforms, especially measures enacted since 9/11, can be deeply misguided. They often miss the sources that underwrite failed policy and misperceive our ability to read outside influences. They also misconceive the intelligence-policy relationship and promote changes that weaken intelligence-gathering operations. In this book, Pillar confronts the intelligence myths Americans have come to rely on to explain national tragedies, including the belief that intelligence drives major national security decisions and can be fixed to avoid future failures. Pillar believes these assumptions waste critical resources and create harmful policies, diverting attention away from smarter reform, and they keep Americans from recognizing the limits of obtainable knowledge. Pillar revisits U.S. foreign policy during the Cold War and highlights the small role intelligence played in those decisions, and he demonstrates the negligible effect that America's most notorious intelligence failures had on U.S. policy and interests. He then reviews in detail the events of 9/11 and the 2003 invasion of Iraq, condemning the 9/11 commission and the George W. Bush administration for their portrayals of the role of intelligence. Pillar offers an original approach to better informing U.S. policy, which involves insulating intelligence management from politicization and reducing the politically appointed layer in the executive branch to combat slanted perceptions of foreign threats.
