Turkey has been the unique target of international terrorism since 1965. Taking into consideration her geographical location, social and economic potential, Turkey has always attracted the Soviet Union's attention. It will be probably the same in the future. Turkey is the only Islamic nation in NATO. It is however, totally secular, democratic and based on free market principles. On the other hand, Turkey is a major obstacle for the ideological and military expansion of the Soviet Union towards the Middle East. This is the main reason why Turkey has been the main target of international terrorism. Turkey has been accumulating a very costly social experience in the last three decades. There is no shortage of circumstantial evidence of outside involvement in Turkish terrorism. International terrorism has been threatening not only Turkey, but also all democratic societies in the world. On account of this fact, the core of the solution, depends on an effective measure which will be taken by all democratic societies, governments and institutions.

Available in PDF, EPUB and Kindle. Book excerpt: This study is among the first studies that evaluate the social impacts of terrorism in a specific country for a 10 year period. It tests the effects of terrorism on domestic net-migration in Turkey, especially in the terror infected provinces of the Eastern and South Eastern regions of the country between the years 1992 and 2001. Terrorism has impacted people not only physically, but also psychologically. When faced with "future uncertainty" or the "fear of terrorism," it is natural for people to leave their home towns, and to migrate to somewhere else where they feel safe. In order to explore the real impact of terrorism on immigration, this study used "terrorism incident rate" per 10,000 people and the "rate of people and security forces killed" per 10,000 people as independent variables. It also examined the major economic effects of migration; unemployment rate and the GDP were used as control variables. In addition, the rate of killed terrorists, population density, and the distance to Istanbul and to Mersin were also added to the models. A control-series regression analysis was performed to relate the terrorist incidents' impact on the citizens' inclinations to leave their home towns in all provinces and in high terrorism incident provinces of East and Southeast regions of Turkey. Results show that the net-migration in high terrorism incident provinces is higher than the net-migration in other provinces. Findings also confirm that there was a positive relationship between net-migration and terrorist incidents and that relationship was higher during 1992-1995, when the number of terrorist incidents hit its all time highest level. Other than terrorist incidents, results moreover confirm that net-migration is positively related to the number of "people and security forces killed". In addition, results also confirm that population density and distance were related to net-migration. Economic variables, such as GDP and unemployment also related to net migration. However, their impacts varied from model to model. While the GDP was negatively related to net-migration in the models with all the provinces; unemployment was positively related to net-migration in the models with only high terrorism incident provinces.

Book excerpt: Using an alternative time series method called transfer function this paper examines the effect of terrorism on Turkish tourism industry. For the period from January 1985 to December 2006, the negative but relatively small impact of terrorism is observed within approximately one year. Terrorism in Turkey accounts for a reduction of 10 million tourists and $1.4 billion tourism revenue over 22 years. In addition, the effects of Persian Gulf Wars, 9/11, and the Madrid bombings in Turkey are evaluated as part of this study. Only Turkey's active war involvement in a neighboring country has a negative impact, but terrorist attacks in continental Europe or America have no significant effect on tourism. Finally, the total economic cost of first Persian Gulf War on Turkish tourism industry is $1 billion and accounts for a reduction of 10.5 million tourists between 1990 and 2007.

Book excerpt: In this thesis, Turkey's struggle against PKK terrorism is analyzed to find an answer to the main research question of this thesis: Why has Turkey not overcome the PKK and its terrorism after thirty years of struggle? To accomplish this, two subquestions are asked. The first sub-question deals with the perceptions and consequences of terrorism. Consequently, the thesis seeks a comprehensive understanding the motivations of both PKK cadres and Turkish decision makers. The second sub-question seeks to answer the question of why Turkish countermeasures against the PKK's tactics did not put an end to it. Likewise, the second question seeks reasons why PKK terrorism has not achieved the group's political objectives. Hence, the thesis described the mistakes of both parties in the interactive process. The main argument of this thesis is that Turkey has not managed to destroy the PKK because it is entrapped by the PKK's tactics, which aim to make the adversary overreact and force its adversary to implement measures which have counterproductive unintended consequences. Hence, the thesis argues that the PKK has successfully created a gap between the Turkish state and its Turkish citizens with Kurdish origin. Consequently, the PKK has managed to survive for thirty years by convincing these alienated Turkish Kurds to tacitly support the terrorist group.

Book excerpt: Since the 9/11 attacks the world has witnessed the creation of both domestic and international legal instruments designed to disrupt and interdict the financial activities of terrorists. This book analyses the counter-terrorist financing law (CTF), policy and practice at the national level, focusing on Turkey. The work examines the limits and capabilities of CTF efforts on terrorism threats and determines the effectiveness of CTF efforts in Turkey, a country which has a pivotal role in terms of countering terrorism regionally and internationally. The Turkish case-study is supported by an empirical study involving 37 semi-structured interviews with CTF practitioners and law enforcement experts with different affiliations and backgrounds. The findings illustrate that Turkey’s CTF system has not obtained an adequate level of effectiveness as a result of lack of proper implementation of its policy in the bureaucratic, legal and operational spheres. It is evident that the administrative and legal systems in Turkey are established according to the ‘one-size-fits-all’ international CTF standards and thus are compliant with the international CTF benchmarks, yet the interviews reveal significant challenges at the implementation level including lack of training and financial security, heavy handed bureaucracy, inadequate coordination and communication between international and national levels. The book will be an invaluable resource for academics, students and policy-makers working in the areas of financial crime and terrorism.

We create a synthetic control group that reproduces the Turkish real per capita Gross Domestic Product (GDP) before PKK terrorism emerged in the second half of the 1980s. We compare the GDP of the synthetic Turkey without terrorism to the actual Turkey with terrorism for the period 1955-2008. Covering the period of 1988-2008, we find that the Turkish per capita GDP would have been higher by an average of about $1,585 per year had it not been exposed to PKK terrorism. This translates into an average of 13.8 percent higher per capita GDP or a 0.62 percentage points higher annual growth over a period of 21 years. Our estimate is robust to country exclusion, sparse controls, various non-outcome characteristics as predictors of GDP, alternative specifications of the in-space placebo experiments and to other potentially confounding interventions to the sample units in the pre-terrorism period.
