It is divided into five parts, presenting a European overview and covering the existing legal frameworks; abuse prevention and reporting; rehabilitation and social reintegration of victims; sexual violence on the Internet; and public and private partnerships against abuse. It also sheds light on the little-known problem of children who are sexually abusing other children.In addition to providing thorough information on the many facets of this complex subject, this publication also highlights new concepts, facts and recommendations. Foremost is the significant lack of data on the prevalence and nature of sexual violence in Europe, underscoring the need for co-ordinated pan-European research and information gathering, which are vital to effective policy making and programme design. It also sounds the alarm for urgent co-ordinated action in various fields to drastically improve child protection through awareness raising; targeted and specialised training, intervention and therapy programmes; sex education in schools; responsible family attitudes; and justice systems with tighter abuse laws and which take account of children's special needs as reliable witnesses.Protecting children from sexual violence is published as part of the Council of Europe campaign to stop sexual violence against children. The hope is that this publication will inspire judges, the police, educators, governments, the media and legislatures to join the campaign and expose, demythify and take concerted action to combat sexual violence against children, a phenomenon that affects as many as 20% of children in Europe.

What are the theoretical and methodological challenges and possibilities for ethical understandings of childhoods and poverty? The ‘poor child’ at the centre of development activity is often measured against and reformed towards an idealised and globalised child subject. This book examines why such normative discourses of childhood are in need of radical revision and explores how development research and practice can work to ‘unsettle’ the global child. It engages the cultural politics of childhood – a politics of equality, identity and representation – as a methodological and theoretical orientation to rethink the relationships between education, development, and poverty in children’s lives. This book brings multiple disciplinary perspectives, including cultural studies, sociology, and film studies, into conversation with development studies and development education in order to provide new ways of approaching and conceptualising the ‘poor child’. The researchers draw on a range of methodological frames – such as poststructuralist discourse analysis, arts based research, ethnographic studies and textual analysis – to unpack the hidden assumptions about children within development discourses. Chapters in this book reveal the diverse ways in which the notion of childhood is understood and enacted in a range of national settings, including Kenya, India, Mexico and the United Kingdom. They explore the complex constitution of children’s lives through cultural, policy, and educational practices. The volume’s focus on children’s experiences and voices shows how children themselves are challenging the representation and material conditions of their lives. The ‘Poor Child’ will be of particular interest to postgraduate students and scholars working in the fields of childhood studies, international and comparative education, and development studies.

Book excerpt: Human rights language is abstract and ahistorical because advocates intend human rights to be valid at all times and places. Yet the abstract universality of human rights discourse is a problem for historians, who seek to understand language in a particular time and place. Lora Wildenthal explores the tension between the universal and the historically specific by examining the language of human rights in West Germany between World War II and unification. In the aftermath of Nazism, genocide, and Allied occupation, and amid Cold War and national division, West Germans were especially obliged to confront issues of rights and international law. The Language of Human Rights in West Germany traces the four most important purposes for which West Germans invoked human rights after World War II. Some human rights organizations and advocates sought to critically examine the Nazi past as a form of basic rights education. Others developed arguments for the rights of Germans—especially expellees—who were victims of the Allies. At the same time, human rights were construed in opposition to communism, especially with regard to East Germany. In the 1970s, several movements emerged to mobilize human rights on behalf of foreigners, both far away and inside West Germany. Wildenthal demonstrates that the language of human rights advocates, no matter how international its focus, can be understood more fully when situated in its domestic political context.
