Book excerpt: Depuis vingt ans, le travail à temps partiel a été vu comme un instrument pouvant satisfaire un double objectif : d'une part, limiter l'ampleur du chômage grâce à un partage du travail fréquemment encouragé par les instances gouvernementales et, d'autre part, répondre à la demande entrepreneuriale d'assouplissement de l'organisation du travail pour affronter la concurrence. Ainsi, dans le développement du temps partiel en France, le poids de la demande et celui de l'offre de travail ne sont pas équivalents, la logique de la demande de travail ayant été jusqu'ici privilégiée faisant du travail à temps partiel une contrainte pour le travailleur (comme en attestent les études empiriques européennes ainsi que certaines théories néoclassiquqes et institutionnalistes). Il convient de corriger cette asymétrie en allant au-delà du "modèle hollandais" (lequel n'est pas transposable) et de s'interroger sur la nécessité de développer le travail à temps partiel choisi en France parce qu'il permet de répondre aux attentes des offreurs de travail. Dans ce contexte, les droits sociaux nécessitent d'être repensés pour une meilleure concordance des différents temps de vie.
