Book excerpt: Analysts expect China to continue improving the efficiency of energy production and use, thereby decoupling the traditional relationship between gross domestic product (GDP) and energy consumption. Environmentally acceptable economic growth is closely linked with further improvements in the overall efficiency of energy use. Both of these goals will require a continued increase in the use of coal to produce electricity, along with a more deliberate and rapid transition from direct coal combustion to the use of electricity and other cleaner coal-based fuel sources, especially for cooking, space heating, and industrial furnaces. The opportunity for environmental improvement in conjunction with economic growth lies in the wise adoption of clean coal technologies (CCT) for both the electric power and non-power sectors. This report presents CCT options for the power sector that can help China achieve these twin goals. The CCT options are: 1) air pollution controls for particulates, sulphur dioxide, and nitrous oxide; and 2) advanced electricity generation technologies--supercritical pulverized-coal boilers, atmospheric and pressurized fluidized-bed combustors, and integrated gasification combined cycle plants. Volume 1 of this report explains the project costing methodology and the electric power CCT options. Volume 2 summarizes the development and technology assessment of clean coal technologies for the non-power sector in China.

Book excerpt: This paper presents the results of an analysis of the market penetration of Clean Coal Technologies in the electric utility market in China. The analysis is based on a model of the Chinese energy system developed at Lawrence Livermore National Laboratory. Under this model, the market penetration of a technology depends on the relative prices of all technologies in a market. The model assumes that for each technology there is a distribution of effective prices to the consumers in the market place. The prices for each technology computed in the model are assumed to be the means of these distributions: sometime the effective price is greater than this and sometimes it is less. Thus even a relatively expensive technology may cost less than its competitors in a fraction of the transactions. Using several scenarios about the possible dispersion of prices, we estimate the market share of CCTs over the next 50 years. We find that some CCTs penetrate under all scenarios, but the more expensive ones only show significant penetration when larger values of price dispersion are assumed. Generally the penetration of the CCTs is 15% or less of the market by 2020. However, advanced pulverized coal does exceed 15% in some cases.

An important aspect of this international program with 75 participants was the leadership provided by a dedicated and professional Program Management Team from Industry. Developing a sustainable energy supply in China is an essential part of a global strategy to promote development while mitigating environmental pollution and the effect of greenhouse gas emissions.

Book excerpt: China's coal, mined locally and available at a relatively low cost, has brought enormous benefits to energy consumers in China and to those outside the country who enjoy the products of its coal-based economy. Yet from another perspective, China's coal use has a high cost. Despite progress, health and safety in the thousands of small coal mines lag far behind the standards achieved in China's modern, large mines. Environmental degradation is a real and pressing problem at all stages of coal production, supply and use. Adding to these burdens, emissions of carbon dioxide are of concern to the Chinese government as it embarks on its own climate protection strategy. Technology solutions are already transforming the way coal is used in China and elsewhere. This study explores the context in which the development and deployment of these technologies can be accelerated. Providing a large amount of new data, it describes in detail the situation in China as well as the experiences of other countries in making coal cleaner. Above all, the report calls for much greater levels of collaboration - existing bi-lateral and multi-lateral co-operation with China on coal is found lacking. China's growing openness presents many commercial opportunities. Establishing a global market for cleaner coal technologies is key to unlocking the potential of technology - one of ten major recommendations made in this study.
