It examines empirical evidence for the theories analysed on the basis of cross-section studies of UK manufactured exports, imports, and net trade; of changes in the trade variables, and of R & D spending. A comparative study of the UK and West Germany is also provided.

Book excerpt: "This paper explores the link between technology, investment, price factors and export performance in a set of 21 OECD countries and for 7 science based sectors over the period 1988-1996. The main argument in the paper is that each industry contains a segment in which competition is based on new products and one in which competition is based on costs. Which of these two segments is the larger will depend on the stage in the business cycle. The existence of a list of high tech product exports allowed us to distinguish between these two segments for seven industries. Consistent with the conceptual model, technology is found to have a direct and highly significant correlation with high tech exports, which in turn positively influence the non-high tech export part of the industry. Hence, the indirect influence of patents on non-high tech exports is much higher than the direct one (which points to the existence of process innovation). The relation between the price factors and the non-high tech part remains ambiguous and difficult to explain. We suggest that high costs of employment might be an indication of the use of highly skilled personnel, which in turn points to innovative capacity as a basis for competition. The paper shows paradoxically that the linear view seems to be still valuable, but for reasons that can only be explained by the systemic approach."--Editor.

In particular, this book analyzes and evaluates the effectiveness of export controls in delaying the acquisition of militarily sensitive high technology by the Soviet Union and its allied states. Furthermore, the question of whether or not U.S. economic competitiveness in various high-technology sectors has been unduly undermined by export controls is also evaluated. Numerous official government studies and reports, supplemented by a host of interviews with government officials, businesspeople, and analysts in the United States and Europe are utilized in drawing conclusions and posting policy recommendations. The consequences for export control policy of the revolutionary political upheavals in Eastern Europe and the former U.S.S.R. are also addressed. The study concludes that the strategic/security goal of utilizing controls to hinder and delay the acquisition of militarily significant high technology by the former Soviet Union and its allied states was generally effective. More controversially McDaniel argues that export controls per se have not been a significant determinant of lagging U.S. competitiveness in high technology. However, this conclusion is qualified by the observation that while overall trends in U.S. high-technology exports to important trading partners do not suggest that controls by themselves have unduly hurt U.S. exporters, individual sectors and small firms may be disadvantaged. Finally, the study cautions that U.S. policy must adapt or risk becoming outmoded and increasingly ineffective. This book will be of interest to scholars and students of international relations, international political economy, and international business.

Book excerpt: Following World War II, the U.S. manufacturing sector emerged as the dominant industrial force in the world in virtually all areas, including productivity, market share, innovations, and capital investments. Though other countries have caught up with and surpassed the United States in many industries, Romesh Diwan and Chandana Chakraborty argue that America can recapture its dominant role by moving forcefully into high-technology industries. In this work, they examine competitiveness in a range of high-technology enterprises, analyzing the industries as an aggregate as well as through three specific examples: semi-conductors, telecommunications, and computers. The authors provide a complete understanding of the technical changes and developments that are taking place in U.S. high technology, and offer guidance to policy makers in promoting competitive strength. Their work defines and quantifies the high-tech industrial sector of the U.S, economy, and analyzes the productivity of this sector by utilizing a translog cost function, which provides information about the structure of the input-output relations in a particular industry. Using these functions, Diwan and Chakraborty answer quantitatively a number of questions relating to the growth of various inputs, productivities, and outputs, which lead to conclusions regarding the structure of production, costs, and capacity in U.S. industry. Their conclusions--that technical change is biased in the main in favor of capital and material, and that capital and skilled labor are complements--are consistent with new ideas and theories in the field. This work will be a valuable reference source for professional economists and policy experts, as well as for scholars and students in international trade, finance, and development.
