Book excerpt: This book represents a selection of contributions to the Regional Science Association, European Summer Institute, held at Arco, Lake of Garda, Italy, from 17th to 23rd July 1988 on the theme of 'Theories and policies of technological development at the local level'. As such it forms a complementary volume to the collection of invited papers entitled 'The Spatial Context of Technological Development', edited by Professors Riccardo Cappellin and Peter Nijk.amp, and published by Avebury/Gower. The Summer Institute covered a broad range of themes and contributions from over 100 researchers. It has therefore not been our intention to represent or replicate these themes directly, but to provide as wide an international coverage of current research in regional science in the field of technological change as possible. The papers to be found in this book are drawn from the European Community, Eastern Europe, Scandinavia, North America and elsewhere. Inevitably, as the book was to be published in English, most of the editorial work has been undertaken at the Centre for Urban and Regional Development Studies at Newcastle University. In so doing, we have attempted to standardize the English as far as possible, whilst trying not to lose the characteristics of the styles of the individual authors.

Book excerpt: Since the beginning of the fifties, the ruling paradigm in the discipline of economics has been that of a competitive general equilibrium. Associated dynamic analyses have therefore been preoccupied with the stability of this equilibrium state, corresponding simply to studies of comparative statics. The need to permeate the boundaries of this paradigm in order to open up new pathways for genuine dynamic analysis is now pressing. The contributions contained in this volume spring from this very ambition. A growing circle of economists have recently been inspired by two distinct but complementary sources: (i) the pathbreaking work of Joseph Schumpeter, and (ii) recent contributions to physics, chemistry and theoretical biology. It turns out that problems which are firmly rooted in the economic discipline, such as innovation, technological change, business cycles and economic development, contain many clear parallels with phenomena from the natural sciences such as the slaving principle, adiabatic elimination and self-organization. In such dynamic worlds, adjustment processes and adaptive behaviour are modelled with the aid of the mathematical theory of nonlinear dynamical systems. The dynamics is defined for a much wider set of conditions or states than simply a set of competitive equilibria. A common objective is to study and classify ways in which the qualitative properties of each system change as the parameters describing the system vary.

The editors are to be congratulated for their initiative in drawing together present thinking at a vivid meeting, now also in print. An old timer in the business has not much to add. But maybe some things, bearing in mind that a Preface is a celebration and not a review. As always with ideas it is hard to identify those who first gave shape to the idea of diffusion. In a general sense it is probably an observation as old as human self-reflection that groups of populations exchange ideas and copy habits and implements from each other. Sometimes it has even been recommended, as a Chinese proverb suggested millenia ago, "If you want to become a good farmer, look at your neighbor" .

While much of the material enclosed in this book can be found in condensed and sometimes more or less identical form in that business cycle text, the present monograph attempts to present nonlinear dynamical economics in a broader context with economic examples from other fields than business cycle theory. Book excerpt: In the past decade there has been growing recognition that economic development is not mainly exogenously determined but, to a large extent, is a transformation process induced and governed by economic actors who respond to competitive, institutional and political challenge. This 'challenge and response' model is increasingly accepted as a valid analytical framework in modem growth theory and also explains the popularity of endogenous growth approaches to technological innovation issues. However, a major and as yet largely under-researched topic is the question of the diffusion and adoption of new technological changes in the context of space-time dynamics. This diffusion and adoption pattern has obviously clear spatial and temporal variations connected with behavioural responses which may vary over time and different locations. This means that a closer analysis of spatio-temporal opportunities and impediments is necessary in order to fully map the complex interactions of technology and economy in space and time. This volume sets out to bring together a collection of original contributions commissioned by the editors to highlight the spatio-temporal patterns and backgrounds of the diffusion and adoption of new technologies. Some are in the nature of a survey, others.have a modelling background and again others are case studies. The contributions originate from different countries and different disciplines. This book is complementary to a previously published volume on technological innovation, Technological Change, Economic Development and Space, edited by C.S. Bertuglia, M.M. Fischer and G. Preto, and also published by Springer-Verlag (1995).
