Private incentives to invest in human capital finance the employment of skilled labour in the education sector, while non-rival technology is a by-product of the education process. The absorption of new technologies into production is skill intensive, creates skill-biased labour demand, and increases the relative wage of skilled to unskilled labour. In contrast to recent models of endogenous growth, higher rates of technological change and growth may be accompaniedb y a higherr elativew age but lower relative supply of skilled labour. Thus the model provides a theoretical foundation for the empirically observed relation between technological change and relative demand, supply and wages of skilled labour.

The study compares key economic indicators among Canada, France, Germany, the United Kingdom, and the United States. Differences in wage differen-tiation and investment in new technologies among these countries could be related to policies affecting labor markets; such practices may reflect social choices.

To determine whether and why this view of the job market is accurate, labor market economists anaylze trends in the distribution of jobs and wages over the past two decades and attempt to forecast the future course of American earnings inequality. McKinley L. Blackburn, David E. Bloom, and Richard B. Freeman assess the reasons behind the deterioration of earnings and job opportunities among less skilled men. They consider the impact of changes in industrial structure, declines in unionization, and trends in the level and quality of schooling for men who have limited skills and education. Gary Burtless examines the effect of the business cycle, within and across different regions of the United States, on earnings inequality and analyzes the effects of demographic change on inequality over the past twenty years. Rebecca M. Blank studies the rise of part-time employment and its impact on wages, fringe benefits, and the quality of jobs. Linda Dachter Loury focuses on the effect of the baby boom and baby bust on demand for schooling among new labor market entrants. If young entrants are discouraged from seeking college training by the high cost or low payoff of schooling, the long-term impact will be a gradual decline in the skills of the U.S. work force. Robert Mofitt analyzes the effect of welfare state programs on the growth of low-wage jobs, and the extent to which the welfare reforms of the eighties have affected low-income workers.

This essay reviews the theoretical and conceptual underpinnings of this work and documents the success of Goldin and Katz's framework in accounting for numerous broad labor market trends. The essay also considers areas where the framework falls short in explaining several key labor market puzzles of recent decades and argues that these shortcomings can potentially be overcome by relaxing the implicit equivalence drawn between workers' skills and their job tasks in the conceptual framework on which Goldin and Katz build. The essay argues that allowing for a richer set of interactions between skills and technologies in accomplishing job tasks both augments and refines the predictions of Goldin and Katz's approach and suggests an even more important role for human capital in economic growth than indicated by their analysis.
