As the "high technology" service, the Air Force has always searched for ways to continuously improve its science and technology enterprise. In that context, the making of AFRL was not a bureaucratic accident. Rather, it was the product of a complex mixture of historical forces and pressures at work that convinced people at all levels that the time was ripe to bring about fundamental reform in how the Air Force conducts its business of science and technology. In terms of significance, a wealth of past studies has focused on almost every aspect of the "operational" side of the Air Force. But there has been a scarcity of available scholarly studies that address the far-reaching implications of science and technology. This book is a major contribution that helps fill that gap. Organization and infrastructure are critically important components of the total science and technology picture. Thus, the manner in which its laboratory system is organized is a critical factor in the Air Force's ability to assure that it is investing in and delivering the most relevant technologies possible. This book documents how the Air Force moved from 13 separate labs to one consolidated lab. The narrative is divided into two parts. Part one addresses the reasons why the Air Force decided to consolidate its far-flung science and technology enterprise into one lab. How the new lab was implemented is the focus of part two. This study is especially revealing because the reader is given access to the inner workings and struggles of a major Air Force organizational restructuring through interviews with key individuals who participated directly in the decision-making process to establish a single lab. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. The success of their parent organizations is closely tied to the success of these R&D organizations. When the organization under discussion is formally labeled a laboratory, it is referred to as such. The question arises: How does one know whether an organization and its programs are achieving excellence in the best interests of its parent? Does the organization have an appropriate research staff, facilities, and equipment? Is it doing the right things at high levels of quality, relevance, and timeliness? Does it lead to successful new concepts, products, or processes that support the interests of its parent? While the R&A program is essential to the development and support of NASA's diverse set of space and Earth science missions, defining and articulating an appropriate scale for mission-enabling activities have posed a challenge throughout NASA's history. This volume identifies the appropriate roles for mission-enabling activities and metrics for assessing their effectiveness. Furthermore, the book evaluates how, from a strategic perspective, decisions should be made about balance between mission-related and mission-enabling elements of the overall program as well as balance between various elements within the mission-enabling component.
