Policymakers must determine whether emissions of these chemicals present a potential threat serious enough to warrant the costs of reducing their use. This Note provides information relevant to that decision by quantifying the social costs and effects of exercising specific technical options to reduce the use of potential ozone depleters in the United States. It revises earlier RAND work by updating the prices and cost of capital relevant to these options and incorporating new information from industry on the cost and effectiveness of technical options.
