Book excerpt: Schools, States, and the Federal government can work together to strengthen career and technical education and help more Americans gain valuable job skills. The economy faces many challenges. Millions remain out of work, and the labor participation rate has declined to 30-year lows. In Nevada, families struggle with 8.8 percent unemployment, one of the highest unemployment rates in the country. Unemployment among young people ages 16 to 19 is even higher at 29 percent. We need to do more to help these families rebuild and recover from the lingering effects of the recession. One of the House Education and Workforce Committee's priorities for the 113th Congress has been strengthening the Nation's network of job training services. The committee is now examining career and technical education, or CTE, in preparation for the upcoming reauthorization of the Perkins Act, which provides Federal funding and supports States to support CTE programs that allow high school and community college students to access valuable training programs and hands-on experience necessary to gain an edge in the local workforce. There are a number of great CTE schools in Nevada. The Southwest Career and Technical Academy is renowned for its rigorous coursework and hands-on training in a number of fields, including nursing, culinary arts, automotive technology, and web design, just to name a few. As the committee works to strengthen career and technical education, it is important that we hear from students, educators, and State and local leaders in the business and education communities about the challenges and opportunities facing CTE programs.

Book excerpt: Economic internationalization has caused the traditional advantages enjoyed by the Texas and U.S. economies to either disappear or to diminish in importance. Further, technology has allowed natural resources to become less important, while elevating knowledge and skills as the keys to improvements in productivity, living standards, and national power. The development and use of leading edge technology is necessary; a work force with higher-order thinking and communication skills is required. Unless we give greater attention to upgrading the skills and knowledge of those who have already completed school and enact fundamental structural reforms within the current school system, the economic challenges the country will face during the next 10 to 15 years are likely to be unmet. School productivity must be improved to bring almost all students to a level previously reserved for the elite. To help accomplish this, it is particularly important to improve the status, remuneration, and responsibilities of teachers. In addition, decisions must be decentralized to the schools, and highly qualified professionals must be held accountable for measured student achievement. Moreover, many successful interventions depend on changing attitudes and expectations; the elitist myth that educational achievement is due to innate ability rather than hard work must be abandoned. The moral and intellectual magnitude of the educator may be measured by the extent to which he has come to appreciate and to promote these evolutionary movements. The statesmen of Germany, of France, the educators of our own country, particularly, illustrate this fact. Glancing over the com pilation of testimony favorable to the inauguration, in the earliest days of our republic, of a national university, as representative of a national and public scheme of education of the people, as printed by the national committee, one sees at a glance that the signatures are those of the greatest statesmen of their time; the grander his statecraft, the nobler his plans for educational development and the largerthe measure of the man in all ways. This has been true from the days of Zenophon and of Herodotus to those of Washington and of Jefferson, and of the founders of Ger man technical education, of our Land Grant Colleges and of that Cornellian system which would unite in one great institution systems of education of all men in all studies; such as would prepare the scholar, equally well and with absolutely equal honor, for the rostrum, for the pulpit and for the professor's chair, the lawyer for his courts, the physician for his hospital and for ministration at the sick-bed, the engineer for construction of railroads, canals, bridges and steam-engines and steam-boats, the farmer for all forms of agriculture and the artisan for the workshop, factory and mill. Of these classes, a thousand require scientific instruction where one depends upon litera ture for his support; hundreds demand a knowledge of the scientific basis of the arts where one needs tuition in lan guage; scores seek professions having a scientific founda tion where one can utilize, in later life and for his own personal advantage, the liberal education of the so called learned professions.
