Book excerpt: The National Council for Skill Development and Training and the Bangladesh Technical Education Board (BTEB) determine the technical vocational education and training (TVET) policy guidelines and implementation strategies. The TVET programs run by the government agencies, nongovernmental agencies, and private institutions are nonstandard and nonformal except for the vocational training institutes and technical training centers. The TVET system is quite inadequate to meet the internal job market and overseas employment demand for skilled workers. The National Skill Standard (NSS) classification is not in operation in the job market. The main thrust of TVET reform is the introduction of NSS both in the job market and in the training institutions. Significant issues that require attention are as follows: (1) a large-scale unmet demand for skilled labor in the internal job market and for overseas employment warrants strengthening of TVET facilities; (2) NSS classification should be established and put into operation in the internal job market and for overseas employment; and (3) the TVET system should be articulated with the general stream of education. (Appendixes include the NSS classification, and tables detailing gross domestic product and employment and demand for skilled workers. Contains 18 references.) (YLB)

Book excerpt: In Bangladesh, formal, secondary Vocational Technical Education (VTE) is a centralized, nationally administered system. This sector review was designed to: (a) analyze major obstacles to internal and external efficiency of formal systems of secondary level VTE; (b) identify possible reforms that would upgrade and improve the performance of formal VTE; and (c) examine alternative non-formal approaches to formal VTE with special attention to training services that would contribute to the alleviation of poverty and increase the participation of women in training and employment. The review takes into account the Government's stated objectives regarding poverty alleviation, reduction of illiteracy and increased services to women. It is intended to provide a foundation of data and recommendations which is needed for effective dialogue on reforms and investments in secondary VTE.

Book excerpt: Technical and Vocational Education and Training (TVET) is an important pathway for individuals to acquire the skills necessary to succeed in the labor market. However, participation in TVET in rural Bangladesh is often limited, with a variety of factors affecting access to such programs. This research paper aims to identify the factors that determine participation in TVET in rural Bangladesh. The study uses cross-section data from the third round of the Bangladesh Integrated Household Survey (BIHS), a nationally representative survey of rural areas of seven administrative divisions of Bangladesh, which was conducted in 2018-19. The previous literature identifies institutional, economic, social, and cultural factors as the main determinants of participation in TVET in rural Bangladesh, including poverty, cost, availability of jobs, gender, parental education, peer influence, cultural norms, and language using qualitative analysis. This research applies quantitative methods to identify the factors that determine participation in TVET at the household level. The paper applies the logit model to the sample respondent to figure out the factors. This study finds household size, uneducated adults in the household, total savings, total assets, social safety net program, urban and rural status, and members working in the agricultural sector have significant impacts on vocational training participation. Compared to Dhaka, Chittagong, and Sylhet divisions also have significant impacts. The study also finds no significant impact of gender, age, literacy, education level, and marital status on vocational training participation. The findings of this study have important implications for policymakers and stakeholders in the TVET sector, who need to address these factors in order to increase participation in TVET and improve the employability of young people in rural areas.
