For a number of years the author has devoted his entire time to the training of teachers and the supervision of primary grades. In the oversight of four hundred children, who are putting in their first year at public school, and the majority of whom come directly from the Kindergarten, he has had unusual opportunities of observing the results of Fr bel's methods of instruction. He has also been able to study the best means of blending Kindergarten methods with methods of the public school, in order that the children may pass in easy gradation from one to the other. Again, in studying the requirements of those pupils who had not received Kindergarten training, he has had an opportunity of applying such kindergarten methods as can profitably be introduced into public schools. The methods are specially adapted to graded schools, but the wants of rural schools have also been kept in mind. To be helpful rather than to be original has been the aim throughout. It is written in response to a frequently expressed desire in various quarters for a brief plan of studies that may be pursued in elementary schools, and for a simple and direct statement of good methods of organization, teaching, and discipline. While the hints and suggestions are directed mainly to untrained and inexperienced teachers, it is hoped that they may commend themselves to the judgment of the best teachers, as being based upon correct principles of teaching. A Course of Studies may be so general as to be of little direct use, or so definite as to apply to few schools. It has been the aim in preparing the courses here presented to avoid both extremes, with the understanding that they may be modified to suit existing conditions. The best Course that can be made is simply a guide for the teacher in pointing out what subjects are to be taught, the order in which subjects and parts of subjects are to be presented, and the approximate amount to be done in a given time. Such obedience was the curse of the "old" education. "Tradition" and "prescription" determined the methods not only in oriental systems of education, but also in the later civilizations of Europe. The principle of authority has not wholly disappeared from modern schoolrooms. Rational methods of teaching, indeed, are the exception rather than the rule in the great mass of American teachers. The individual teacher must have part in the construction of the science in which his art is to have its foundations. Otherwise the "new" education will simply substitute one tyrant for another. In other words, obedience to principles of philosophy, though it be the best philosophy, is only slavery as long as the teacher who submits to such laws cannot justify these in his own consciousness. The great mass of teachers is not equal to the task of constructing the complex science of education independently. This task implies not only analytic knowledge of human nature in its manifold relations, but also the power of synthetic thought. The great body of teachers, therefore, need supervision in constructing their system of educational principles. It is hoped that the plan of the present treatise may supply at least a portion of the needed supervision.
