Book excerpt: At the request of the United Way of Greater Los Angeles, the National Council on Teacher Quality (NCTQ) undertook this analysis of the teacher policies in the Los Angeles Unified School District (LAUSD). A coalition of civil rights groups were also involved in this project, including Parent Organization Network, Families in Schools, Alliance for a Better Community, Asian Pacific American Legal Center, Los Angeles Urban League and the Mexican American Legal Defense and Educational Fund. This report seeks to shed light on the policies that can improve the quality of the teaching force in LAUSD. This paper explores these policies both as they are written on paper and as they play out in practice. NCTQ frames this analysis around five standards supported by research and best practices from the field for improving teaching quality: (1) Teacher Assignment. District policies facilitate schools' access to top teacher talent; (2) Evaluations. The evaluation of teacher performance plays a critical role in advancing teacher effectiveness; (3) Tenure. Tenure is a meaningful milestone in a teacher's career and advances the district's goal of building a corps of effective teachers; (4) Compensation. Compensation is strategically targeted to attract and reward high quality teachers, especially in hard-to-staff positions; and (5) Work Schedule. Book excerpt: At the request of the Massachusetts Business Alliance for Education, and with additional support from the Springfield Business Leaders for Education, the National Council on Teacher Quality (NCTQ) undertook this analysis of teacher policies in the Springfield Public Schools. It is important to consider this examination of teacher policies in the context of Springfield's students. Like many other urban districts in this country, far too many of Springfield's students are underperforming academically. Only 53 percent of Springfield's 9th graders graduate four years later, compared to the Massachusetts average of 82 percent. The gap is just as large between Springfield students reaching proficiency on the state MCAS exam and their peers across the state. NCTQ frames this analysis around five standards for improving teacher quality. These standards are supported by a strong research rationale and best practices from the field: (1) Staffing; (2) Evaluations; (3) Tenure; (4) Compensation; and (5) Work Schedule. For each standard, a list of recommendations for Springfield Public Schools but also the state of Massachusetts is provided. Appended are: (1) a comparison between the Springfield's current instrument rubric and a rubric used in D.C. Public Schools; (2) A commentary ""Mini-Observations": Seven Decision Points for the Principal". (Contains 39 figures and 23 footnotes.) The intent of these studies is to give select communities a comprehensive look at what is happening in their local school districts that may be either helping or hurting teacher quality, and to increase the community's understanding of policies and practices that too often are understood only by insiders. This report is an analysis framed around the following five standards supported by research and best practices: (1) Staffing; (2) Evaluation; (3) Talent Management; (4) Compensation; and (5) Professional Culture. Several recommendations are made for each standard, making it clear which authority is in a position to implement the recommendation; that is, Pittsburgh Public Schools through executive action or an action of the school board, Pittsburgh Public Schools and the Pittsburgh Federation of Teachers, or the state. The following are appended: (1) Data Dashboard; (2) Description of Key Standards in the NCTQ Teacher Prep Review; and (3) Pittsburgh Control Variables for Value-Added Measure.
