Book excerpt: This Training Circular (TC) serves as a training support package for nonlethal training. The TC provides guidance for leaders conducting nonlethal weapons (NLW) training. It focuses on effective use of NLW and capabilities. This TC applies to the Active Army, the Army National Guard (ARNG)/National Guard of the United States (ARNGUS), and the United States Army Reserves (USAR) unless otherwise stated. TC 3-19.5 is organized into the following eleven chapters and five appendices that provide nonlethal weapons training strategies and training support materials: Chapter 1, Introduction, explains the purpose and scope of the TC and describes the Army's nonlethal capability requirements. Chapter 2, Conduct of Training, provides the training strategy for nonlethal weapons training. Chapter 3, Employ 12 Gauge Point and Area Target Munitions, describes the characteristic, employment techniques, and training for the 12 gauge nonlethal rounds. Chapter 4, Employ 40 Millimeter Nonlethal Munitions, describes the characteristic, employment techniques, and training for the 40mm nonlethal munitions. Chapter 5, Employ Nonlethal Grenades, describes the specifications, safety features, and employment considerations for nonlethal hand thrown grenades. Chapter 6, Employ Modular Crowd Control Munition, explains how to train Soldiers to emplace, aim, and arm the M5 Modular Crowd Control Munition. Chapter 7, Employ 66 Millimeter Nonlethal Grenades, describes the loading, unloading, and launching procedures for 66mm nonlethal grenades. Chapter 8, Employ Individual Riot Control Agent Disperser, provides employment procedures for the M39 individual riot control agent disperser and describes physical and psychological effects of riot control agents. Chapter 9, Employ Electro-Muscular Disruption Device, explains the function, characteristics, and employment of the X26E TASER(R). Chapter 10, Employ Vehicle Barriers and Arresting Devices, describes training and employment of portable nonlethal vehicle barriers, arresting devices, spike systems, and caltrops. Chapter 11, Employ Communication Devices, explains the techniques for operating handheld language translators and voice amplifier. Appendix A, Nonlethal Capabilities Set, list the components currently available in the nonlethal capabilities set. Appendix B, Nonlethal Munitions Practical Exercise, contains instructor guidance and firing commands for conducting a practical exercise on 12 gauge and 40mm nonlethal munitions. Appendix C, M5 MCCM Practical Exercise, provides instructor guidance and firing commands for conducting a practical exercise on the M5 Modular Crowd Control Munition.

It provides the details of the Integrated Weapons Training Strategy, known as IWTS, and structure for the maneuver brigade combat teams (BCTs) of the United States Army. The IWTS is an overarching, integrated, and standardized training strategy for the maneuver commander to train, evaluate and assess their unit's overall proficiency at home station. The IWTS incorporates the training models for all individual, crew-served, and weapon platforms, Infantry squads, scouts, engineer squads, as well as maneuver sections, platoons, companies, and battalions, within the maneuver BCT. The IWTS provides the critical training path at home station to weapon, system, and unit proficiency. This includes the collective live- fire training requirements for dismounted squad through battalion live-fire events at home station. This standardized strategy is designed to synchronize with the Army's force generation model (sustainable readiness model), and provide detailed training requirements to maneuver units.The IWTS maximizes the use of training aids, devices, simulators, and simulations (known as TADSS) within all force-on-force and live-fire events in a systematic manner to increase and sustain Soldier and unit proficiency, effectiveness, and lethality. The training strategy is capability-based (weapon/system, ammunition, optics, Soldier) and maximizes the training resources available across the force. This strategy is directly synchronized with echelon-based proficiency gates established within the sustainable readiness model and meets the established training proficiency aim points and standards for a ready and capable force.The IWTS encompasses all critical training that builds a unit's ability to shoot, move, and communicate effectively and efficiently (termed the "critical training path"). Although the unit conducts other training as part of its training plan, the critical training path includes only those events that, at a minimum, should be conducted to ensure the maximum experience is achieved or gained by the trained Soldier or unit.

Appendix D of this publication provides common tactical drills that are used in training and combat that directly support tactical engagements. Finally, appendix E of this publication, is provided at a common location in this and future weapons publications to provide a common location for reference. This manual does not cover the specific rifle or carbine training strategy, ammunition requirements for the training strategy, or range operations. These areas will be covered in separate training circulars. Conclusion TC 3-22.9 applies to all Soldiers, regardless of experience or position. This publication is designed specifically for the Soldier's use on the range during training, and as a reference while deployed.
