This question has arisen because the increasing scales of trade, environmental problems, migration routes, energy distribution, the construction of major infrastructures etc. transcend national boundaries and are leading states to implement macro-regional cooperation. The authors ask whether these large regional groupings are becoming genuine territories and are the fruit of in-depth regional integration – economic, institutional, legal, normative, political, cultural and in terms of identity. If so, these global regions would therefore become referents that make sense and take root in social representations.

Using the new concepts of sadcness and sadcnization, this book operationalizes from legal, communication, and awareness perspectives, the nexus of the people of Southern Africa, democratization, and integration in the SADC region. From legal and communications lenses, the contributors argue that democratization and integration are about people (citizens), the sovereigns, and not merely the abstract actors called nation states. In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. Un large mouvement d'intégration régionale a pris corps dans les différentes régions de la planète avec la consolidation de l'Union Européenne, le lancement du MERCOSUR, la mise en place de l'ALENA en Amérique du Nord ou le renforcement de l'ASEAN pour les pays asiatiques. L'Afrique n'est pas restée en dehors de ce mouvement. Le parcours de l'intégration régionale en Afrique centrale a été à l'image de celui du continent, même si le processus n'a pas été aussi loin que dans d'autres régions. L'Afrique centrale s'est dotée, dès les indépendances, d'institutions qui ont fonctionné jusqu'au début des années 1980. Ce processus connaîtra un ralentissement marqué durant cette période. Un arrêt d'autant plus important que l'Afrique centrale a été la région la plus touchée par les conflits. Cependant, cette traversée de désert ne durera pas longtemps et dès le début des années 1990, le processus d'intégration régionale en Afrique centrale sera relancé. Ainsi, la CEMAC a été créée en mars 1994 pour approfondir et renforcer l'effort d'intégration déjà entamé par l'UDEAC. Par ailleurs, en 1998 les Chefs d'États de l'Afrique centrale ont décidé de relancer la CEEAC. Cet ouvrage constitue une contribution à la réflexion sur les questions d'intégration régionale en Afrique centrale. Il reprend les travaux du Bureau de l'Afrique Centrale de la Commission Économique des Nations Unies pour l'Afrique dont le siège est à Yaoundé au Cameroun et qui a appuyé le processus d'intégration dans la sous-région. Il reprend également les contributions présentées par des experts de la sous-région lors d'un séminaire organisé par la CEA-AC en préparation au Forum Africain sur le Développement organisé en mars 2002 par la Commission Économique des Nations Unies pour l'Afrique, à Addis-Abeba, autour du thème de l'intégration régionale en Afrique.

Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

Book excerpt: The doctrine of international relations (inter-state, indeed), territorial ideologies, the logic of autochthony and its ramifications, ethnic cleansing, are all hinged at different levels upon the same pseudo-fact: to every society a closed and exclusive territory demarcated by fixed and linear borders. This way of thinking, totally foreign to African societies for a long time, has generated today more contradictions than it can ever solve. The authors of this book make a clear distinction between territory formation "from the top" as being a deliberate political project, and its formation "from below" as being a more diffused historical process which is determined by the scheme of antagonisms and compromises between social forces. In lieu of a stark opposition between "the top" and "below", the authors unveil the interdependence and mutual influence which form the basis of a dual system within which legal formation -by the colonial authorities first, then by the postcolonial one- is confronted with a host of subaltern spatial dynamics, neglecting thereby the legitimacy which only them can provide. As an essential read for anyone who is interested in the relationship between knowledge and power, this book offers stimulating perspectives on the issue of African unity and its epistemological and political challenges.
