Book excerpt: "The Task Force for Business and Stability Operations (TFBSO), a multi-year endeavor for the U.S. Department of Defense, sought to use private-sector strategies to create sustainable economies in Iraq and Afghanistan. In this report, RAND researchers use semistructured interviews and both public and internal documentation to identify lessons from the Task Force's activities in Afghanistan, offering insights for similar projects in the future. The analysis describes the multitude of the Task Force's stakeholders resulting from its complex institutional status, plus the challenges that resulted from these diverse stakeholders. It uses a stakeholder-focused approach to explore several prominent TFBSO projects, informed by disparate stakeholder views. Ultimately, lessons identified from the Task Force's activities in Afghanistan fell under six categories: programmatic flexibility, leadership, measures of success, staffing, freedom of movement, and contracting. Because economic development is likely to remain a key component of U.S. contingency operations, policymakers can use the lessons identified in this report when planning and designing similar organizations in the future to find the right balance for success"--Publisher's web site.

In June 2006, DOD established the Task Force for Business and Stability Operations (Task Force) to support its related efforts. The National Defense Authorization Act (NDAA) for Fiscal Year 2011 required that DOD, State, and USAID jointly develop a plan to transition Task Force activities to State, with a focus on potentially transitioning activities to USAID. Under the authority of the Comptroller General of the United States to conduct work on his own initiative and with additional congressional direction, GAO identified (1) factors to consider in planning any transition of Task Force activities and (2) the extent to which the Task Force established guidance to manage its activities and has shared information with other federal agencies. GAO analyzed documents and interviewed multiple agency officials in Washington, D.C., Iraq, and Afghanistan.

Book excerpt: There are multiple players in the global community - governmental, non-governmental, and private sector, who focus their efforts on economic development in post-conflict, fragile, or failed states. In 2006, a new player emerged from the Department of Defense, known as the Task Force for Business and Stability Operations, focused on promoting economic development in Iraq. This novel task force consisted mainly of civilian business personnel who leveraged their private sector expertise to help revitalize Iraq’s industrial economy. After eight years of operating in both Iraq and Afghanistan, the TFBSO shut down operations and transferred its open projects to United States Agency for International Development (USAID). This paper seeks to answer how successful the Task Force was in helping to promote a sustainable economy in Iraq and Afghanistan and what role the Department of Defense should play in economic development activities. It also provides recommendations on what actions should occur to regenerate a more effective capability for future contingencies.
