It is desirable to provide MGNREGS work during the agricultural lean seasons - when work opportunities are scarce - rather than the peak seasons.

Book excerpt: India's ambitious National Rural Employment Guarantee Act creates a justiciable 'right to work' by promising up to 100 days of employment per year to all rural households whose adult members want unskilled manual work on public works projects at the stipulated minimum wage. Are the conditions stipulated by the Act met in practice, under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)? What impact on poverty do the earnings from the scheme have? Does the scheme meet its potential? How can it do better? Right to Work? Assessing India's Employment Guarantee Scheme in Bihar studies the MGNREGS's impact across India, then focuses on Bihar, the country's third largest and one of its poorest states. It shows that although the scheme has the potential to substantially reduce poverty through extra earnings for poor families, that potential is not realized in practice. Workers are not getting all the work they want, nor are they getting the full wages due. The intended recipients' awareness of how to obtain work is low. In a controlled experiment, a specially designed fictional movie was used to show how knowledge of rights and processes can be enhanced. Although the movie effectively raised awareness and improved public perceptions of the scheme, it had little effect on actions such as seeking employment when needed. Supplyside constraints in responding to demand for work must also be addressed. A number of specific constraints to work provision are identified, including poor implementation capacity, weak financial management, and inadequate monitoring systems. Addressing these constraints would allow this major antipoverty program to come much closer to reaching its potential.

Book excerpt: This study investigates the consequences of poor implementation in public workfare programs, focusing on the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in India. Using nationally representative data, we test empirically for a discouraged worker effect arising from either of two mechanisms: administrative rationing of jobs among those who seek work and delays in wage payments. We find strong evidence at the household and district levels that administrative rationing discourages subsequent demand for work. Delayed wage payments seem to matter significantly during rainfall shocks. We find further that rationing is strongly associated with indicators of implementation ability such as staff capacity. Politics appears to play only a limited role. The findings suggest that assessments of the relevance of public programs over their lifecycle need to factor in implementation quality.

Book excerpt: While government spending on pro-poor community asset creation and income-transfers could have compounding positive effects on poverty reduction, it is important to first study trends in the allocation of funds, particularly as they relate to the susceptibility of the program to political clientelism. This paper uses expenditure data at the local level in Andhra Pradesh from Indias National Rural Employment Guarantee Scheme, a rights-based program distributing both public and private goods, to investigate the relationship between voting outcomes and program intensity in the seven years straddling a major election. By focusing on one state where accountability and transparency mechanisms have been employed and implementation efforts have been applauded, the authors do not find evidence of blatant vote buying before the 2009 election but do find that patronage played a small part in fund distribution after the 2009 election. Indeed most variation in expenditures is explained by the observed needs of potential beneficiaries, as the scheme intended.

Though economists and statisticians are able to model the form and extent of this inequality, their work is rarely concerned with identifying possible causes. Employment, Poverty and Rights in India analyses unemployment in India and explains why the issues of employment and unemployment should be the appropriate prism to understand the status of wellbeing in India. The author provides a historical analysis of policy interventions on behalf of the colonial and postcolonial state with regard to the alleviation of unemployment and poverty in India and in West Bengal in particular. Arguing that, as long as poverty - either as a concept or as an empirical condition - remains as a technical issue to be managed by governmental technologies, the ‘poor’ will be held responsible for their own fate and the extent of poverty will continue to increase. The book contends that rural unemployment in India is not just an economic issue but a political process that has consistently been shaped by various socio-economic, political and cultural factors since the colonial period. The analysis which depends mainly on ethnography extends to the implementation of the ‘New Rights Agenda’, such as the MGNREGA, at the rural margin. The book argues that the Scheme holds vast potential, and, in fact, has made significant contribution to the promotion of livelihoods of the poorest of the poor, but that the weak institutions of local-self-governance, entrusted for implementation of the Scheme, are incapable of exploiting them to the full. It ends with a concrete policy suggestion: the inclusive development experiences gathered with the EGS and presented here could offer a source of policy change in many developing Afro-Asian countries whose situations are similar to India’s, provided the local conditions in the respective country are taken into consideration when designing the EGS. Its significance as a social security measure has increased in post-COVID loss of jobs and livelihoods of the poor.
