Thirty years later, postsocialist citizens remain sharply divided on the legacies of transition. Was it a success that produced great progress after a short recession, or a socio-economic catastrophe foisted on the East by Western capitalists? Taking Stock of Shock aims to uncover the truth using a unique, interdisciplinary investigation into the social consequences of transitionincluding the rise of authoritarian populism and xenophobia. Showing that economic, demographic, sociological, political scientific, and ethnographic research produce contradictory results based on different disciplinary methods and data, Kristen Ghodsee and Mitchell Orenstein triangulate the results. They find that both the J-curve model, which anticipates sustained growth after a sharp downturn, and the "disaster capitalism" perspective, which posits that neoliberalism led to devastating outcomes, have significant basis in fact. While substantial percentages of the populations across a variety of postsocialist countries enjoyed remarkable success, prosperity, and progress, many others suffered an unprecedented socio-economic catastrophe. Ghodsee and Orenstein conclude that the promise of transition still remains elusive for many and offer policy ideas for overcoming negative social and political consequences.

It uses a life-cycle approach to organize the findings from rigorous evaluations of more than 80 programs. This includes programs for toddlers and young children before primary school, programs for students enrolled in formal education, and programs targeted at the out-of-school population. The book develops a conceptual framework that helps to identify the program characteristics and participants' profiles associated with a range of program outcomes. These include health-related, behavioral, academic or cognitive, and economic-related outcomes. The review finds that few of the programs studied focus exclusively on the development of socio-emotional skills. In fact, most efforts to develop socio-emotional skills are embedded within innovative education and training curricula, as well as pedagogical and classroom practices. Evidence shows that programs are particularly effective when targeted to highly vulnerable populations and, in particular, to young children. Overall, findings indicate that high-quality programs for young children tend to foster cognitive abilities in the short run and to impact socio-emotional skills over the long run. Programs for students enrolled in formal education (primary and secondary levels) show positive and significant impacts on the outcomes reviewed. The most successful of these programs are implemented school-wide and follow the SAFE approach: that is, they are appropriately sequenced, active, focused, and explicit. Finally, the review finds that programs for out-of-school children and youth are usually designed as a means of achieving immediate labor market outcomes (e.g., job-placement, formal employment, and higher wages). While some of these programs show positive and statistically significant impacts on socio-emotional skills, the impacts tend to be small.

Book excerpt: In the history of Russian economic ideas, a peculiar mix of anthropocentrism and holism provided fertile breeding ground for patterns of thought that were in potential conflict with the market. These patterns, did not render the emergence of capitalism in Russia impossible. But they entailed a deep intellectual division between adherents and opponents of Russia’s capitalist transformation that made Russia’s social evolution unstable and vulnerable to external shocks. This study offers an ideational explanation of Russia’s relative failure to establish a functioning market economy and thus sets up a new and original perspective for discussion. In post-Soviet Russia, a clash between imported foreground ideas and deep domestic background ideas has led to an ideational division among the elite of the country. Within economic science, this led to the emergence of two thought collectives, (in the sense of Ludvik Fleck), with entirely different understandings of social reality. This ideational division translated into incoherent policy measures, the emergence of institutional hybrids and thus, all in all, into institutional instability. Empirically, the book is based on a systematic, qualitative analysis of the writings of Soviet/Russian economists between 1987 and 2012. This groundbreaking book makes an important contribution to Central Eastern and Eastern European area studies and to the current debate on ideas and institutions in the social sciences.
