After a developmental period in several police districts, CAPS expanded in spring 1995 to involve the department's entire patrol division. The program has continued to evolve; some elements were dropped or altered radically, and others have been put into place. The program celebrated its sixth anniversary as a citywide initiative in spring 2001, which provided an occasion for taking stock of its accomplishments.
