It is an attempt to save the instructor time by furnishing already prepared outlines that cover most of the subject currently taught by and to law enforcement personnel. The purpose of the manual is twofold: First, it can be used by current firearms instructors as a handy reference guide and also as a way of keeping all of the firearms outlines in one simple format. By preparing the manual in this fashion, all of an instructor's outlines are easily accessible should an instructor's class be challenged by the legal system. Secondly, this manual can be used as the text for firearms instructor initial certification classes. Once the new instructor completes the basic certification course, he or she will have a complete set of outlines that can be used for teaching their classes. The first four outlines in this manual (The Role of the Firearms Instructor, Safety Responsibilities, Record Keeping, and Discipline) are generally used during instructor development classes. The rest of the outlines, while also used in instructor development classes, are also appropriate for basic recruit classes as well as classes that are designed for in-service personnel. The Appendix contains material that can be used as class handouts or made into overheads for class presentations. Some of the courses can be used for general firearms qualification, while others are used for training a specific skill, such as linear and lateral movement or multiple attackers. The manual has been written to take the pain out of the "office work" part of being a firearms instructor and to give the instructor more time to teach.

A shooter who participates in a Division Match, while recognized as a proficient shooter, has also been selected to become a representative and participant in the Marine Corps Competition in Arms Program (CIAP). MARINE RECON Reconnaissance units are the commander’s eyes and ears on the battlefield. They are task organized as a highly trained six man team capable of conducting specific missions behind enemy lines. Employed as part of the Marine Air- Ground Task Force, reconnaissance teams provide timely information to the supported commander to shape and influence the battlefield. The varying types of missions a Reconnaissance team conduct depends on how deep in the battle space they are operating. Division Reconnaissance units support the close and distant battlespace, while Force Reconnaissance units conduct deep reconnaissance in support of a landing force. Common missions include, but are not limited to: Plan, coordinate, and conduct amphibious-ground reconnaissance and surveillance to observe, identify, and report enemy activity, and collect other information of military significance. Conduct specialized surveying to include: underwater reconnaissance and/or demolitions, beach permeability and topography, routes, bridges, structures, urban/rural areas, helicopter landing zones (LZ), parachute drop zones (DZ), aircraft forward operating sites, and mechanized reconnaissance missions. When properly task organized with other forces, equipment or personnel, assist in specialized engineer, radio, and other special reconnaissance missions. Infiltrate mission areas by necessary means to include: surface, subsurface and airborne operations. Conduct Initial Terminal Guidance (ITG) for helicopters, landing craft, parachutists, air-delivery, and re-supply. Designate and engage selected targets with organic weapons and force fires to support battlespace shaping. This includes designation and terminal guidance of precision-guided munitions. Conduct post-strike reconnaissance to determine and report battle damage assessment on a specified target or area. Conduct limited scale raids and ambushes. Moving to cover and shooting from cover should be a constant part of Handgun drilling, but unfortunately, most exercises don't emphasize this aspect of defense. In a perfect world, the first shots a beginner fires would be from behind cover. Seeking cover while drawing or firing should be an instinct you are training yourself every time you handle a gun, and if you stand out in the open when shooting drills, you are training yourself to stand out In the open when returning fire, an immobile and easy target, as is very often observed in law enforcement shootings. The antidote is to shoot from cover, from the very outset, and keep it a constant part of your training. As law enforcement training shifts to this paradigm, they observe that officers who come up for qualification are uneasy firing in the open--they instinctively prefer to shoot from Behind cover when it is available. There is very little use of cover in these drills, which is why I mention it here. They can, however, be adapted. It is up to you to give yourself the kind of training you want to have.

Remember that regardless of military Occupation Specialty, every Marine is a Riflemen first. Every Marine, regardless of his military occupation, is trained as a Rifleman. This concept has been around since the Marine Corps inception in 1775, when every man who volunteered was required to bring his own musket. In the early 1900s, as the Marine Corps grew and additional military occupations were created, the Commandant, General John A. Lejeune, ensured that every Marine, regardless of his Military Occupational Specialty (MOS), received marksmanship training. During the Korean War, the Marine Corps was the only service to create rifle companies entirely from cooks, drivers, and other non-infantry Marines. From this war, the proverbial saying, Every Marine a Rifleman was born. In the nineteen eighties, the Commandant, General Al Gray, recognized the need to train all Marines in more than just basic marksmanship, but in modern-day combat skills. The School of Infantry was assigned to conduct this training known as Common Skills because it is common to every Marine. These common skills allow every Marine, regardless of MOS, to act as Rifleman when called upon. MCT Battalion generates Marine Riflemen to possess a foundational understanding of, and their role in applying, the Marine Corps' warfighting ethos, core values, basic tenets of maneuver warfare, leadership responsibilities, mental, moral, and physical resiliency in order to contribute to the successful accomplishment of their unit's mission.
