Book excerpt: While urban settlements are the drivers of the global economy and centres of learning, culture, and innovation and nations rely on competitive dynamic regions for their economic, social, and environmental objectives, urban centres and regions face a myriad of challenges that impact the ways in which people live and work, create wealth, and interact and connect with places. Rapid urbanisation is resulting in urban sprawl, rising emissions, urban poverty and high unemployment rates, housing affordability issues, lack of urban investment, low urban financial and governance capacities, rising inequality and urban crimes, environmental degradation, increasing vulnerability to natural disasters and so forth. At the regional level, low employment, low wage growth, scarce financial resources, climate change, waste and pollution, and rising urban peri-urban competition etc. are impacting the ability of regions to meet socio-economic development goals while protecting biodiversity. The response to these challenges has typically been the application of inadequate or piecemeal solutions, often as a result of fragmented decision-making and competing priorities, with numerous economic, environmental, and social consequences. In response, there is a growing movement towards viewing cities and regions as complex and sociotechnical in nature with people and communities interacting with one another and with objects, such as roads, buildings, transport links etc., within a range of urban and regional settings or contexts. The contributors—well-regarded scholars from the United States and the United Kingdom—offer fresh interpretations of the Mexican military, caciquismo, and the enduring pervasiveness of violence in Mexican society. Employing the approaches of the new military history, which emphasizes the relationships between the state, society, and the “official” militaries and “unofficial” militias, these provocative essays engage (and occasionally do battle with) recent scholarship on the early national period, the Reform, the Porfiriato, and the Revolution. When Mexico first became a nation, its military and militias were two of the country’s few major institutions besides the Catholic Church. The army and local provincial militias functioned both as political pillars, providing institutional stability of a crude sort, and as springboards for the ambitions of individual officers. Military service provided upward social mobility, and it taught a variety of useful skills, such as mathematics and bookkeeping. In the postcolonial era, however, militia units devoured state budgets, spending most of the national revenue and encouraging locales to incur debts to support them. Men with rifles provided the principal means for maintaining law and order, but they also constituted a breeding-ground for rowdiness and discontent. As these chapters make clear, understanding the history of state-making in Mexico requires coming to terms with its military past.

The National Autonomous University of Mexico’s (UNAM) Climate Change Research Program (PINCC), funded the research coordinated by Armelle Gouritin. The research aims to answer the following questions: Does the Mexican legal framework and public policies address forced internal climate mobility? If not, what could be the elements of a legal framework and public policies to address the phenomenon? As the phenomenon was approached it was clear that it was extremely complex and consisted of numerous tensions that would lead to other questions throughout the research process. Climate forced internal displacement is projected as a huge-scale phenomenon in Mexico. Against this background, the book provides the first critical diagnosis of the current politico-legal Mexican framework and finds it to be lagging behind in terms of prevention and attention. The book analyses the three-level Mexican governance (federal, state and local levels), and identifies serious loopholes according to a rights-based approach that particularly focuses on women, indigenous peoples, and persons and communities with scarce economic resources. The results provide information on up-coming legislative and political processes and provide benchmarks that can be applied in other case-studies, including other national frameworks’ critical analysis.
