Updated as of May 29, 2018 The Alcohol and Tobacco Tax and Trade Bureau (TTB) is amending its regulations relating to alcohol excise taxes to implement certain changes made to the Internal Revenue Code of 1986 (IRC) by the Protecting Americans from Tax Hikes Act of 2015 (PATH Act). This rulemaking implements section 332 of the PATH Act, which amends the IRC to change tax return due dates and remove bond requirements for certain eligible taxpayers. Section 332 authorizes a new annual return period for taxpayers paying taxes imposed with respect to distilled spirits, wines, and beer on a deferred basis who reasonably expect to be liable for not more than $1,000 in such taxes imposed for the calendar year and who are liable for not more than $1,000 in such taxes in the preceding calendar year. Section 332 also removes bond requirements for taxpayers who are eligible to pay excise taxes on distilled spirits, wines, and beer using quarterly or annual return periods and who pay those taxes on a deferred basis. Under section 332, such taxpayers are exempt from bond requirements with respect to distilled spirits and wine only to the extent those products are for nonindustrial use. TTB is soliciting comments from all interested parties on these amendments through a notice of proposed rulemaking published elsewhere in this issue of the Federal Register. Book excerpt: The purpose of the United Nations International Comparison Project (ICP) is to compare the purchasing power of currencies and the real gross domestic product (GDP) per capita of different countries. It is well known that the usual method of converting the GDPs of different countries to a common currency, usually U.S. dollars, at existing exchange rates is misleading because exchange rates do not necessarily reflect the purchasing power of currencies. The ICP has found that the purchasing power of a country's currency over GDP can be as much as three times its dollar exchange rate, and thus the real GDP per capita is three times the value shown in an exchange-rate conversion. The unsatisfactory nature of exchange-rate conversions has become even clearer in the past few years under the new regime of managed floating rates. Changes in exchange rates of as much as 20 percent within the space of a year have not been unusual even among major currencies.

In these countries improved nutrition, better housing, the control ofinfection, smaller family sizes, and higher standards of education have brought about a situation in which more than 97% of all liveborn children can expect to survive the first half ofthe three score years and ten that formerly was regarded as the allotted span oflife. From then on, however, the position is less satisfactory. Some improvement has occurred; but the proportion of survivors who die prematurely, that is under 70 years of age, varies from 25% to over 50% in men and from 13% to 28% in women, the extremes in both sexes being recorded, respectively, in Japan and Hungary. Most of these deaths under 70 years of age must now be called premature, even in Japan. For most of them are not the result of any inevitable aging process, but instead are the consequences of diseases (or types of trauma) that have lower-often much lower-age-specific incidence rates in many of the least developed countries.
