It also discusses fragmentation of responsibilities and resources, which leads to a less-than-optimal use of available weather information and examines alternatives for responding to this situation. In particular, it develops an approach whereby the federal government could provide stronger leadership to improve cooperation and coordination among aviation weather providers and users.

This information base was designed to provide an understanding of the relationships between existing aerodromes and the communities they currently serve, irrespective of the specific forces which produced the past and current aerodrome developments. It has been assumed that these forces have resulted, at least in an aggregate sense, in a 'rational' provision of aerodrome facilities and air services in terms of balancing community desires with available resources. Every attempt has been made to make this information base as robust as possible, and to allow it to be adapted to changing circumstances. In this study, no attempt has been made to allow for higher (or lower) community expectations in relation to the provision of air services and the aerodromes required to support those services. Furthermore, it was not considered appropriate to examine alternative government policies relating to aerodrome provision. Three different but interrelated aspects of aerodromes in Australia were examined in the development of the strategic framework : the demand for avaition services; the demand for aerodrome facilities to support the aviation services; and the costs of providing these facilities. Contents : Characteristics of aerodromes asministration and operations. Patterns of aviation activity and air services. Demand for aviation services. Physical characteristics of aerodromes. Relationship between aerodrome quality and regional characteristics. Cost estimates for aerodrome planning. Aviation costs. Air transport. Airport facilities.
