The authors show that small and prosperous Switzerland is no exception to the pervasive problem of sites contamination, the legacy of past practices in waste management having left some 38,000 contaminated sites throughout the country. This book outlines the problem, offering evidence that open and polycentric environmental decision-making that includes civil society actors is valuable. They propose an understanding of environmental management of contaminated sites as a political process in which institutions frame interactions between strategic actors pursuing sometimes conflicting interests. In the opening chapter, the authors describe the influences of politics and the power relationships between actors involved in decision-making in contaminated sites management, which they term a “wicked problem.” Chapter Two offers a theoretical framework for understanding institutions and the environmental management of contaminated sites. The next five chapters present a detailed case study on environmental management and contaminated sites in Switzerland, focused on the Bonfol Chemical Landfill. The study and analysis covers the establishment of the landfill under the first generation of environmental regulations, its closure and early remediation efforts, and the gambling on the remediation objectives, methods and funding in the first decade of the 21st Century. The concluding chapter discusses the question of whether the strength of environmental regulations, and the type of interactions between public, private, and civil society actors can explain the environmental choices in contaminated sites management. Drawing lessons from research, the authors debate the value of institutional flexibility for dealing with environmental issues such as contaminated sites.

Book excerpt: This book results from a pioneering effort to organize a productive interdisciplinary research program on sustainable development policy in a small country not previously recognized as a world leader in environmental social science. The results are very promising, considering the short time frame and the high barriers to success for such an enterprise - differences in concepts and terminology, disciplinary myopia, and the inherent difficulty of the problem. In the USA, where I work, these barriers continue to pose major challenges after some 30 years of effort. Switzerland has made noteworthy progress in only five. I hope this book represents the beginning of a long term effort at problem-oriented interdisciplinary collaboration among Swiss researchers and prac titioners. The Swiss group has succeeded in developing a unifying framework that makes a major contri bution to environmental policy analysis. The framework broadens policy thinking by giving se rious treatment to underutilized strategies that rely on communication and informal influence as well as to well-studied ones that rely on technological change, regulation, and economic forces. This broad typology makes it easier for an analyst to escape the tendency to presume that the po licy instrument currently in fashion, whether it be market-based instruments, voluntary measures, or whatever, is the right strategy for all problems. It also encourages discipline-based analysts to consider how their favored strategies might be combined with other strategies less familiar to them, and thus to craft strategies that can take advantage of the strengths of various policy instruments.

The author begins by summarizing the main steps in this special and evolving relationship which has long oscillated between membership and marginalization. Finally and perhaps most importantly, this volume explains why the Swiss still oppose joining the European Union. It examines the thorny questions of identity, reservations on policy matters (preserving neutrality, direct democracy and Swiss style federalism), not to mention doubts regarding the economy, which have done so much to shape public opinion and the official strategy of the Swiss Confederation. Paradoxically, the closer Switzerland gets to the EU through bilateral agreements, the more distant prospects of joining the EU seem to become. This is the conundrum at the heart of the relationship between the Swiss Confederation and the European Union which is expertly explored in this volume.

As evidence of the emerging, complex matrix of governance of global aviation, this book identifies and reviews a selection of contemporary, transnational economic and environmental challenges facing the globalized aviation sector, e.g. fair competition safeguards, consumer protection, noise pollution and greenhouse gas emissions, and the respective ‘legal’ and policy actions taken at national level (United Arab Emirates, Qatar and People’s Republic of China), regional level (the European Union) and international level (UN Framework Convention on Climate Change and International Civil Aviation Organization). The book concludes that economic and environmental regulation of international aviation, designed for an inter–national world of yesterday, evolves into global governance of aviation, which is more suited for today’s global world.
