Call examines the factors behind fifteen cases of civil war recurrence in Africa, Asia, the Caucasus, and Latin America. He argues that widely touted explanations of civil war—such as poverty, conflict over natural resources, and weak states—are far less important than political exclusion. Call’s study shows that inclusion of former opponents in postwar governance plays a decisive role in sustained peace. Why Peace Fails ultimately suggests that the international community should resist the temptation to prematurely withdraw resources and peacekeepers after a transition from war. Instead, international actors must remain fully engaged with postwar elected governments, ensuring that they make room for former enemies.

Virginia Page Fortna answers these questions through the systematic analysis of civil wars that have taken place since the end of the Cold War. She compares peacekeeping and nonpeacekeeping cases, and she investigates where peacekeepers go, showing that their missions are crucial to the most severe internal conflicts in countries and regions where peace is otherwise likely to falter. Fortna demonstrates that peacekeeping is an extremely effective policy tool, dramatically reducing the risk that war will resume. Moreover, she explains that relatively small and militarily weak consent-based peacekeeping operations are often just as effective as larger, more robust enforcement missions. Fortna examines the causal mechanisms of peacekeeping, paying particular attention to the perspective of the peacekept--the belligerents themselves--on whose decisions the stability of peace depends. Often, the challenges of post-conflict reconstruction revolve around the timing and sequencing of different reform that may have contradictory implications. Drawing on a range of thematic studies and empirical cases, this book examines how post-conflict reconstruction policies can be better sequenced in order to promote sustainable peace. The book provides evidence that many reforms that are often thought to be imperative in post-conflict societies may be better considered as long-term objectives, and that the immediate imperative for such societies should be 'people-centred' policies.
