The United States must prepare sufficient "bridges" to make the transition to using weapons in space in view of psychological impediments and treaty obligations, which must be orchestrated to support and protect the current uses of space while preparing for eventual conflict in space. This study examines a framework for organizing U.S. space activities into a coherent national strategy sustained space superiority. It analyzes several dimensions that affect a national strategy for U.S. space superiority, including its military, intelligence, and economic components. This national strategy for space superiority will require strong leadership and public support because this strategy will be expensive and involve a long-term commitment. Book excerpt: In March 2005 the first Space Weapons Officer Air and Space Integration Conference was held at Maxwell Air Force Base, Alabama, as a joint effort between Air Force Space Command (AFSPC) and Air Education and Training Command. As then- AFSPC commander Gen Lance Lord stated in the invitation to the cadre of space weapons officers (SWO):1 "We want to hear from the Space Weapons Officers on the best way to integrate space capabilities at the operational level of warfare. What do they think is the best way to do business? Differing views are okay. Articulate pros/cons and support with past experiences- what's worked, what hasn't." General Lord envisioned a regular event where SWOs would gather in the spirit of the Air Corps Tactical School to discuss, argue, and generate new ideas that could then be tested in war games and exercises for incorporation in doctrine, organization, strategy, tactics, and procedures. The authors of each chapter presented their ideas directly to General Lord and over a dozen general officers from around the Air Force. The entire cadre of space-officer graduates of the Air Force Weapons School at Nellis AFB, Nevada, was invited, and more than 60 attended. The SWOs presented their ideas not only to senior leadership but also to their colleagues and peers. In the Air University tradition of nonattribution, most of the ideas presented generated lively debate. In particular, a recurring theme of "normalizing" the presentation of space forces to the theater commander was greeted with approval from most SWOs, although some of the senior officers in attendance were not quite as enthusiastic. The chapters in Space Power Integration address issues across a spectrum of air- and space-integration topics at the operational level of war. Several studies argue that current space doctrine regarding organization and command relationships needs to be revised, with recommendations ranging from subtle modifications to paradigm-changing constructs. It is important to note that a major revision to Air Force Doctrine Document (AFDD) 2-2, Space Operations, was in process at the time of the conference and during the preparation of this book. As such, many of the fundamental arguments about organizing space forces to best support the theater joint force commander may have been addressed within doctrine. Doctrine does not and cannot provide extensive implementation guidance and direction; therefore, Space Power Integration provides some perspectives from space operators who have had direct responsibilities for integrating air and space power at the operational level of war.

Book excerpt: Additive manufacturing has the potential to positively affect human spaceflight operations by enabling the in-orbit manufacture of replacement parts and tools, which could reduce existing logistics requirements for the International Space Station and future long-duration human space missions. The benefits of in-space additive manufacturing for robotic spacecraft are far less clear, although this rapidly advancing technology can also potentially enable space-based construction of large structures and, perhaps someday, substantially in the future, entire spacecraft. Additive manufacturing can also help to reimagine a new space architecture that is not constrained by the design and manufacturing confines of gravity, current manufacturing processes, and launch-related structural stresses. The specific benefits and potential scope of additive manufacturing remain undetermined. The realities of what can be accomplished today, using this technology on the ground, demonstrate the substantial gaps between the vision for additive manufacturing in space and the limitations of the technology and the progress that has to be made to develop it for space use. 3D Printing in Space evaluates the prospects of in-space additive manufacturing. This report examines the various technologies available and currently in development, and considers the possible impacts for crewed space operations and robotic spacecraft operations. Ground-based additive manufacturing is being rapidly developed by industry, and 3D Printing in Space discusses government-industry investments in technology development. According to this report, the International Space Station provides an excellent opportunity for both civilian and military research on additive manufacturing technology. Additive manufacturing presents potential opportunities, both as a tool in a broad toolkit of options for space-based activities and as a potential paradigm-changing approach to designing hardware for in-space activities. This report makes recommendations for future research, suggests objectives for an additive manufacturing roadmap, and envisions opportunities for cooperation and joint development.

Although there are wide-ranging reasons to expand the space-faring capabilities of the human species, from the capitalistic to the existential, the fact of its occurrence offers the U.S. immense strategic opportunity. Section 1, operating on this assumption, recommends capability-based requirements for deep space operations given a projected future operating environment.The second driving assumption underpinning this study is that improved movement and maneuver capabilities in deep space offer a wide array of benefits for the current National Security Enterprise, and for this reason alone demands attention in the form of disciplined investment. Furthermore, because the core functional capability required for deep space operations is in-space propulsion, the requirement necessitates a materiel solution.

Book excerpt: Aging systems and systems operating longer than their anticipated life span, sometimes because of program slips in follow-on systems, have intensi ed the need for understanding how maintenance and sustainment affect the performance of space systems. In this monograph, we develop a pilot framework for analyzing these and related questions in the ground segment of the Global Positioning System and recommend steps for implementing this framework. In doing so, we address the issue of modeling approach and how to define appropriate metrics of performance. We develop the guidelines for metrics and analytic methods as generally as possible so that they will be useful for other space systems. Much of the spirit of the current metrics used to monitor the maintenance of the ground segments of space systems follows that of metrics used for aircraft. But, space systems have some attributes that differ significantly from those of aircraft systems, and these attributes suggest that the metrics for maintenance and sustainment for space systems be reconsidered. From a modeling perspective, the central difference is that space systems are highly integrated systems in near constant operation, not fleets of aircraft, any one of which can perform the specified mission. This difference leads to three challenges for the analyst. First, the logical metric used in the aircraft realm the fraction of the fleet that can perform the stated mission is not applicable in the space realm. Space command systems function as an integrated whole, and the whole must meet operational mission goals at all times. What is needed for space systems is either a measure or measures that reflect the overall system performance, even when the system is operating nominally. The metric should also be sensitive to sustainment perturbations.
