They also hamper inclusive growth, undermine social cohesion and contribute to unsustainable production and consumption patterns. In short, these social development gaps undermine efforts to achieving the 2030 Agenda for Sustainable Development.Sustainable Social Development in Asia and the Pacific summarizes the social development gaps as countries in the region take steps to achieve the SDGs, and sketches out a broad regional agenda for a people-centred transformation, outlining some of the key priorities and resources needed. Book excerpt: Dissatisfaction with the Gross Domestic Product (GDP) as an indicator of a country’s development or a population’s wellbeing led to the development of the Genuine Progress Indicator (GPI). The GPI is an aggregate index of over 20 economic, social and environmental indicators, and accounts for both the welfare benefits of economic growth, and the social and environmental costs which accompany that economic growth. The result is better information about the level of welfare or well-being of a country’s population. This book measures the GPI of Hong Kong and Singapore from 1968 to 2010. It finds that for both countries, economic output (as measured by the GDP) has grown more than welfare (as measured by the GPI), but important differences are also found. In Hong Kong, the GPI has grown for the whole period under consideration, while in Singapore the GPI has stalled from 1993. This is in line with most countries and is explained by the "threshold hypothesis" which states that beyond a certain level of economic development the benefits of further economic growth are outweighed by even higher environmental and social costs. The book argues that the growth of Hong Kong’s GPI is due to its favourable relationship with China and in particular its ability to export low-wage jobs and polluting industries, rather than successful domestic policies. A stalling or shrinking GPI calls for alternative policies than the growth economy promoted by neoclassical economists, and the book explores an alternative model, that of the Steady State Economy (SSE).

The sub-region indeed accounts for almost one fourth of the world's population, 36 per cent of the world's poor and nearly half of the world's malnourished children. The sub-region's success in implementing the 2030 Agenda for Sustainable Development, however, hinges on addressing current capacity gaps and strengthening the means of implementation. Recognizing the host of challenges faced by the sub-region, UNESCAP has attempted in the present Report, to unpack the 2030 Agenda at the sub-regional level, outlining tangible, high priority and relevant policy actions that are critical to achieve sustainable development in South Asia. The Report identifies seven key priorities that can help accelerate the SDG achievement in South Asia by leveraging the relationships between the Goals. Based on rigorous policy simulations and evidence, it offers insight into ways a regionally coordinated sustainable industrialization strategy could generate more than 56 million new jobs by 2030 in South Asia, and lift 71 million additional people out of poverty, relative to a business-as-usual scenario. It is hoped that this Report will be useful for analysts and practitioners of development policy in the sub-region and beyond, in stimulating a debate on the ways and means of bringing sustainable prosperity to all in the dynamic and population subregion of South Asia.
