It is key when assessing investment scenarios for estates as well as individual buildings, and has become a tool for justifying higher capital cost items. Standard whole life costing methods combine capital cost, facilities costs, operational costs, income and disposal costs with a “single action–single benefit” approach. Costing based on this type of single attribute assessment misses out on realising value from the intricacies of the interactions buildings have with their occupants, users and the location in which they are placed. In contrast, the multi-attribute approach presented by the author of this book explains how to analyse the whole cost of a building, while also taking into account secondary and tertiary values of a variety of actions that are deemed important for the project owners and decision-making stakeholders. The process is an effective tool for presenting a good business case within the opportunities and constrains of real life. For example, it presents the interdependencies of how: Building location affects servicing strategies which impact on maintainability and control and, by extension, on occupant comfort; Material selection affects time on site, building maintainability as well as overall building quality and the environment; Building shape impacts on servicing strategies as well as operating costs. The validation was conducted by the University of Tasmania in collaboration with Forest and Wood Products Australia, the Australian Government, the CSIRO and industry partners. The study presented here describes the results of graphical and statistical analysis of variations observed between the measured and simulated data from three different test buildings in Launceston, Tasmania. It shows that, while the AccuRate software is well suited to modeling energy flows, there are discrepancies between the simulated and measured temperatures of the test buildings. Moreover, it highlights possible connections between the discrepancies in all zones and the outside air temperature, wind speed, global and diffuse solar radiation, and possibly the ground model. Beyond its contribution to further investigations into the ongoing improvement and calibration of the Australian NatHERS-supported AccuRate software, this book also meticulously describes the methodology used in conducting the research, which is expected to pave the way for further studies of this type.

It is time for a rethink and restructure of government policy, support, and industry practices to better protect housing consumers and deliver high-quality and sustainable housing that creates social value. Through evidence-based research and international case studies, this book focuses on the effects that dangerous defects have on the housing consumer. The ongoing construction cladding crisis is used as a primary case study throughout to highlight these implications, with other previous large-scale defect examples, such as leaky buildings and asbestos. Based upon the range of emerging evidence, we propose ideas for policy makers, construction and built environment professionals, owners corporations, and households on how to move forward towards a higher-quality, sustainable, and socially valuable way of residential living. Government policy has long focused on ‘making industry work’ through building regulations and standards.
