Book excerpt: "In the era of globalisation, successful implementation of development programmes requires an appropriate policy framework, formulation of suitable plan and schemes, and an effective delivery machinery. Indeed, development is a process of mutual endeavour that calls for the involvement of people in all the segments of society. This has necessitated the emergence of institutions, which can function as a catalyst between the state and the civil society, while still remaining independent of direct government intervention. Conversely, past experiences of NGOs suggest that availability of funds, by itself, is no panacea for the problems of poverty, backwardness and low human development anywhere in the world. This has provoked a series of questions related to the behaviour of NGOs and their dynamics - a phenomenon largely missing during the last two decades. That is, the most profound question is concerned with the very contribution of NGOs - the level and degree of implementation and, identified alternative development and their level of sustainability. Thus, no aspect of the development discourse can be carried forward today without paying attention to the work and the voice of NGOs. What is needed is not the creation of a completely new sustainability outlook, but the establishment of a firm contemporary agenda that builds on some of the proven strengths of the community-based agenda. Within this context, the thinking about sustainability in particular ought to be built on a firmer and more strategically robust foundation than available now. This book comprehensively reviews the key questions about aid and sustainability, including the changing motives for and the purposes of providing aid, the need for new aid targets, distinctions among various recipient NPOs, and the implications of globalisation. In fact, it is an attempt to understand the term 'sustainability' in the context of globalisation through a process of transforming that understanding into organizational action. Although 'sustainability', 'globalisation' and 'organizational action' can stand by themselves, it may be a useful exercise to explore the sustainability concept under the globalisation setting, drawing on its own experiences and best practices from India."

The Johannesburg World Summit on Sustainable Development in 2002 stated that governance and sustainable development are intimately tied together and the future role and architecture of institutions, from local to international levels, will be crucial determinants to whether future policies and programmes for sustainable development will succeed. But these are changing times. With growing tensions over both globalization and regionalization, traditional systems of regulation are being subjected to growing pressure for reform. While states will continue to play a significant, if changed, role in the future, the importance of players from business and civil society is increasing. Sustainable development requires this change. Such an intra- and intergenerational concept cannot be achieved with a top-down approach, but rather needs the participation of all. In fact, the governance of sustainable development requires the exploration of new forms of both social co-operation and confrontation. By doing so, the different levels (global and local), players (state, company and civil society), control structures (hierarchy, market and public-private) and fields of action need to be taken into consideration.Governance and Sustainability examines the possibilities of integrating the environmental, social and economic dimensions of sustainable development within the framework of governance processes and how that might steer societies towards sustainability. Over the past thirty years nongovernmental organizations (NGOs) have played an increasingly influential role in international negotiations, particularly on environmental issues. NGO diplomacy has become, in the words of one organizer, an “international experiment in democratizing intergovernmental decision making.” But there has been little attempt to determine the conditions under which NGOs make a difference in either the process or the outcome of international negotiations. This book presents an analytic framework for the systematic and comparative study of NGO diplomacy in international environmental negotiations. Chapters by experts on international environmental policy apply this framework to assess the effect of NGO diplomacy on specific negotiations on environmental and sustainability issues. The proposed analytical framework offers researchers the tools with which to assess whether and how NGO diplomats affect negotiation processes, outcomes, or both, and through comparative analysis the book identifies factors that explain variation in NGO influence, including coordination of strategy, degree of access, institutional overlap, and alliances with key states. Book excerpt: The world's problems--climate change, epidemics, and the actions of multinational corporations--are increasingly global in scale and beyond the ability of any single state to manage. Since the end of the Cold War, states and civil society actors have worked together through global governance initiatives to address these challenges collectively. While global governance, by definition, is initiated at the international level, the effects of global governance occur at the domestic level and implementation depends upon the actions of domestic actors. NGOs act as "mediators" between global and domestic political arenas, translating and adapting global norms for audiences at home. Yet the role of domestic NGOs in global governance has been neglected relatively in previous research. Bringing Global Governance Home examines how NGO engagement at the global level shapes domestic governance around climate change, corporate social responsibility, HIV/AIDS, and sustainable forestry. It does so by comparing domestic reception of global standards and practices in the BRICS states (Brazil, Russia, India, China, and South Africa). These newly emerging global powers, representing a range of regime types, aspire to become global policy makers rather than mere policy takers and have banded together through periodic summits to devise alternative approaches to economic development and global challenges. Nevertheless, these countries still engage the world primarily through existing global governance institutions that they did not create themselves. Ultimately, this book explores the interplay of international and domestic factors that allow domestically-rooted NGOs to participate globally, and the extent to which that participation shapes their ability to mediate and promote global governance perspectives within the borders of their own countries with varying regimes and state-society relations.
