Book excerpt: This qualitative case study examined the perceptions of staff and students of the alternative education programs within a suburban school district in Southeastern Pennsylvania. Participants in this study included seventeen staff members and nineteen students who were associated with the alternative program in the school district. A Likert scale staff and student survey developed by Research for Better Schools (RBS) were administered in addition to a researcher-created one-on ?one interview. The surveys and interview questions were developed to examine: (1) what participants believed the culture to be within the alternative school, (2) how teacher behaviors were perceived, (3) the opinion of the monitoring and assessment procedures and policies, and (4) the views on the overall student discipline and behaviors within the alternative education facility. Findings of the study revealed that the majority of the participants supported the alternative education system within the district. Research findings from the survey responses revealed that staff and student perceptions had a high level of agreement considering the relatively recent implementation of the program within the district. These findings can guide future research as school districts strive to support the needs of at-risk students in need of alternative methods of education.

Book excerpt: This study examined components of alternative education programs and changes in student life satisfaction as perceived by 2 administrators and 17 students at two program sites. Each student participant completed a 40-item Likert-scale survey at the onset and at the end of the 10-week study. The survey measured life satisfaction in domains of family, friends, school, living environment and self. Students also participated in a focus group midway through the program. Teachers provided student progress reports at the beginning and end of the study. Administrators completed alternative education program evaluation forms. Results suggested that key components of alternative education are flexibility of: a) curriculum, b) pace, c) schedule, and d) staff as well as small, safe, supportive environments. Life satisfaction changes were identified in all five domains. Identified program needs were: a) improved staff-student relationships, b) increased guidance, c) increased curriculum variability, and d) review of the servicing component.

The main focus of this book for the U.S. Department of Labor is community- or district-based programs that have as their primary focus the re-engagement of out-of-school youth in learning in order to better prepare these youth to successfully enter high growth occupations and careers. This book examines the academic programming in alternative education programs by reviewing the literature specifically focused on the academic programs in alternative education and summarising a survey of fifteen alternative education programs. It suggests options for further research on this topic based on the literature review and reports from the programs surveyed.

Book excerpt: Author's abstract: This study examined the current assessment criteria utilized to evaluate the effectiveness of various alternative education programs within the state of Georgia. The population surveyed included alternative program principals for the year 2005-2006, from a list provided by the Georgia Department of Education. A survey instrument was constructed based on a synthesis of the existing literature on alternative education programs and was e-mailed to 207 principals within the state. The survey consisted of 20 multiple-choice items and three open-ended questions. Only 25 surveys were returned, which represented a 12.08% response rate. In addition, four principals from within a large metro Regional Educational Service Agency (RESA) district were interviewed, allowing the researcher to gain in-depth knowledge regarding the evaluative criteria utilized at various alternative programs. This study utilized the Statistical Package for the Social Sciences (SPSS) for the statistical analysis of data. Descriptive statistics were calculated and presented for the analysis of quantitative data. Content analysis was used to formulate emerging themes from qualitative data. 2 Study results indicated from the small population of respondents that most alternative schools were evaluated. The researcher also discovered that overwhelmingly most alternative programs are evaluated by reviewing student academic progress and/or gathering staff and/or student feedback. Follow-up studies are advised to garner higher response rates to determine if the results are similar.

According to research, 30 percent of young adults in the United States fail to graduate high school. To combat the dropout crisis, one solution that has been explored is alternative education, which targets students who are high risk for dropping out. In New Jersey, a state with little alternative education regulations, there is enormous variation in these programs and no state-level information available. It is unknown how many programs exist in New Jersey, if any, and what types of students are served. Without this information, it is then difficult to say what type of program works best, or even if these programs work at all. This project studies alternative education programs in New Jersey, Oregon, and Indiana to answer several research questions. First, what types of programs exist in New Jersey high schools and what type of students are served? Second, what state policies exist, if any, pertaining to alternative education? Third, what are other states practices and policies with regard to alternative education? The first two questions create a more complete picture of the state of alternative education in New Jersey high schools. The third question allows for a comparative analysis to better understand what students are best served by alternative programs. A survey on alternative education practices was administered to a total of 22 schools within New Jersey. Legislative research was completed to understand New Jersey policies pertaining to alternative education. Finally, research was gathered from multiple sources on policies and practices within Indiana and Oregon to allow for a comparative analysis. This project covers results as well as policy and research recommendations.

Book excerpt: This qualitative study was designed to capture the perspectives of former alternative school students and former administrators regarding the effectiveness of the various components of their respective programs. Thirteen former students and six administrators completed surveys and follow-up interviews to rate the effectiveness of components recommended to be included in schools for disruptive youth by the Pennsylvania Department of Education. Data were analyzed to identify the components students and administrators perceived to be effective and to compare the points of view of the two participant groups. The component that received the highest ratings from both the student and administrator participants was: providing a small and supportive school environment. There was a discrepancy of student opinion regarding the effectiveness of curriculum and instruction. Interviews with administrators led to findings regarding obstacles that the administrators identified as preventing the development of more effective programs. These included: (1) Rigid graduation requirements of sending school districts that prevent the development of curricula that would be more relevant to the students, (2) Limited budgets that prevent the purchase of needed resources, especially curriculum and technology, (3) Convoluted bureaucracies that hinder effectiveness of the curriculum and instruction in the alternative schools and (4) Inconsistency in the philosophy and the reality of the program mission as they relate to transitioning students from alternative education programs back to public schools.

Book excerpt: The purpose of this study was to investigate how the program characteristics of the Regional Safe School Program (RSSP) model in Illinois reflect the best practices within alternative education. Specifically, a survey was conducted to determine the degree to which Regional Safe School Programs were implementing the domains of identified best practices (discipline, staffing, student referral, student outcomes) in alternative education. The population for this study consisted of the 95 program sites within the Illinois RSSP. Program administrators at each of these sites were surveyed using a self-administered survey questionnaire mailed during December 2005. An attempt was made to determine whether the degree of implementation of best practices differed by program size, teacher-to-student ratio, and program location. The data was analyzed by domains using descriptive statistics. These statistics were means, standard deviations, and ranges. To examine the impact of key demographic variables a multivariate analysis of variance was used to compare the implementation of identified best practices as defined in the four domains. When a significant main effect was identified, appropriate multiple comparisons were computed to determine the point of significance. Content analysis served as the method of analysis of the open-ended questions on the survey instrument. The results indicated that the degree of implementation within each of the program domains was characterized by above average ratings, demonstrating that a best practice approach was employed by the RSSP. Data collected from the open-ended questions produced strengths and weaknesses in the domains of identified best practices: (1) discipline, (2) staffing, (3) student referral, and (4) student outcomes. Finally, the results demonstrated that program size, teacher-to-student ratio, and program location did not have a significant impact on the degree of implementation of best practices within the four domains of identified best practices.
