Book excerpt: This research was conducted as a human factors evaluation of four Surveillance, Target Acquisition, and Night Observation (STANO) devices which were undergoing operational testing at Fort Hood, Texas. The devices which were tested included the Platoon Early Warning System, the TOW Night Sight, the Dragon Night Tracker, and the Night Observation Device-Long Range. Rating forms and the interviews were used to collect data related to the adequacy of controls and displays of the devices, the procedures needed for satisfactorily operating the devices, psychological and physiological symptoms which were experienced while operating the devices, and safety hazards which were encountered. The most important finding concerned the problems which soldiers experienced in using the TOW Night Sight and the Dragon Night Tracker while wearing their protective masks.

At approximately 8,100 miles in length, monitoring this sophisticated logistics network_consisting of roads, trails, vehicle parks, petroleum pipelines, and storage areas_was no mean task. Since the work was classified as 'Secret' until only recently, a comprehensive story of the electronic sensors used in Southeast Asia has never been completely told. Wiring Vietnam: The Electronic Wall relates the history of the electronic detection system that was deployed during the Vietnam War. Author Anthony Tambini covers everything from the sensors used to detect seismic signals from nearby troop and vehicle movements to audio sensors that were deployed to pick up conversations of troops as well as traffic noise of vehicles to engine ignition detectors. Beginning with the conception, development, and implementation of these sensors, Tambini then relates how, ultimately, the various signals the sensors collected were transmitted to orbiting aircraft that would process and retransmit the signals onward to a base in Thailand. There the data underwent further analysis for possible targets that could be attacked from the air. Anthony Tambini, a member of the 25th Tactical Fighter Squadron based at Ubon, Thailand in the late 1960s, was part of an organization that dropped these sensors. His firsthand perspective, along with rarely seen photographs of the actual sensors used, will provide those interested in the Vietnam War and modern warfare with a clear picture of an undocumented side of history.

The subsequent independence of Montenegro and Kosovo brought the total number to seven. Balkan scholar and diplomat to the region Mieczyslaw P. Boduszynski examines four of those states—Croatia, Slovenia, Macedonia, and the Federal Republic of Yugoslavia—and traces their divergent paths toward democracy and Euro-Atlantic integration over the past two decades. Boduszynski argues that regime change in the Yugoslav successor states was powerfully shaped by both internal and external forces: the economic conditions on the eve of independence and transition and the incentives offered by the European Union and other Western actors to encourage economic and political liberalization. He shows how these factors contributed to differing formulations of democracy in each state. The author engages with the vexing problems of creating and sustaining democracy when circumstances are not entirely supportive of the effort. He employs innovative concepts to measure the quality of and prospects for democracy in the Balkan region, arguing that procedural indicators of democratization do not adequately describe the stability of liberalism in post-communist states. This unique perspective on developments in the region provides relevant lessons for regime change in the larger post-communist world. Scholars, practitioners, and policymakers will find the book to be a compelling contribution to the study of comparative politics, democratization, and European integration.
