Book excerpt: Abstract: "The authors describe and analyze a nongovernmental, multi-stakeholder, consensus-based approach to river basin management in the Fraser River basin in Canada. The Fraser River drains 238,000 km2 of British Columbia, supporting nearly 3 million residents and a diverse economy. Water management issues include water quality and allocation, flood protection, and emerging scarcity concerns in portions of the basin. The Fraser Basin Council (FBC) is a locally-initiated nongovernmental organization (NGO) with representation from public and private stakeholders. Since evolving in the 1990s from earlier programs and projects in the basin, FBC has pursued several objectives related to a broad concept of basin "sustainability" incorporating social, economic, and environmental aspects. The NGO approach has allowed FBC to match the boundaries of the entire basin, avoid some intergovernmental turf battles, and involve First Nations communities and private stakeholders in ways governmental approaches sometimes find difficult. While its NGO status means that FBC cannot implement many of the plans it agrees on and must constantly work to maintain diverse yet stable funding, FBC holds substantial esteem among basin stakeholders for its reputation for objectivity, its utility as an information sharing forum, and its success in fostering an awareness of interdependency within the basin. This paper--a product of the Agricultural and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. Meeting this challenge requires the development of flexible regimes that have the potential to meet essential consumptive needs while restoring environmental flows. This book focuses on how water trading frameworks can be repurposed for environmental water recovery and aims to conceptualise the most appropriate role for law in supporting recovery through these frameworks. The author presents a comprehensive study of the legal frameworks in four jurisdictions: the States of Oregon and Colorado in the western United States; the province of Alberta in Canada; and the Murray-Darling Basin in Australia/Basin State of New South Wales. A close comparative analysis of these four jurisdictions reveals a variety of distinctive regulatory arrangements and collaborations between public and private actors. In all cases, the law has been deployed to steer and coordinate these water governance activities. The book argues that each regime is based on a particular regulatory strategy, with different conceptions of the appropriate roles for, and relationships between, various actors and institutions. Legal frameworks do not have the capacity to rationalise and provide an overarching and absolute solution to the complex environmental and governance issues that arise in the context of environmental water transactions. Rather, the role of law in this context needs to be reconceptualised within the paradigm of regulatory capitalism as establishing and maintaining the limits within which regulatory participants can operate, innovate and collaborate.

Research in this field remained somewhat dormant in the early years, perhaps because of the limited capabilities of this method and because there was no clear indication of its potential uses. However, interest in this area picked up momentum in a dramatic fashion with the works of Hopfield (1982) and Rumelhart et al. (1986). Not only did these studies place artificial neural networks on a firmer mathematical footing, but also opened the dOOf to a host of potential applications for this computational tool. Consequently, neural network computing has progressed rapidly along all fronts: theoretical development of different learning algorithms, computing capabilities, and applications to diverse areas from neurophysiology to the stock market. . Initial studies on artificial neural networks were prompted by adesire to have computers mimic human learning. As a result, the jargon associated with the technical literature on this subject is replete with expressions such as excitation and inhibition of neurons, strength of synaptic connections, learning rates, training, and network experience. ANNs have also been referred to as neurocomputers by people who want to preserve this analogy.

Water supply bubbles are bursting in China, the Middle East and India with potentially serious implications for the global economy and for political stability. Even the United States is depleting groundwater on average 25% faster than it is being replenished. Our thirst for water grows with our population, but the amount of fresh water available on Earth is fixed. If we assume "business as usual" by 2050 about 40% of the projected global population of 9.4 billion is expected to be facing water stress or scarcity. With increasing climate variability being predicted by global climate models, we are likely also to have more people without adequate water more of the time, even in water-rich regions. Irrigation productivity rose dramatically over the past 40 years as a result of the Green Revolution. However, even if we disregard the environmental impacts caused by that revolution, we are no nearer to achieving global food security than we were 40 years ago, as every time we come close to filling the food production gap population growth and ecosystem decline associated with water diversions to human purposes set us back. Our natural and agricultural ecosystems are trying to tell us something. This book pursues these overarching themes connecting to water and food production at global and regional scales. The collection offers a comprehensive discussion of all relevant issues, and offers a wide-ranging discussion with the aim of contributing to the global debate about water and food crises.
