Book Assessment of Surface Ship Maintenance Requirements

Download or read book Assessment of Surface Ship Maintenance Requirements written by Robert Button and published by Rand Corporation. This book was released on 2015 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense is likely to face years of declining resources as the U.S. government grapples with fiscal challenges. These challenges affect every account, including those associated with surface ship maintenance and operations. At the same time, there has been widespread concern that surface ship materiel readiness is declining due to a high pace of operations and a sense that there have been many instances of deferred maintenance. The need to balance fiscal reality and a continued need for ready ships is likely to be an ongoing challenge. At the request of the Assessment Division of the Office of the Chief of Naval Operations, this report: (1) determines the impact on long-term fleet readiness, Operational Availability (Ao), and Expected Service Life (ESL) caused by near-term reductions in Operations and Maintenance (O&M) accounts; (2) recommends potential strategies to minimize negative impacts to Ao and ESL and maintain the largest, most capable fleet possible; (3) develops a maintenance requirement concept, per ship class, that supports ESL, but allows for some risk within the maintenance strategy; and (4) defines the risks to Ao and ESL resulting from the new requirement. The methodology could be applicable to multiple ship classes.

Book Impacts of the Fleet Response Plan on Surface Combatant Maintenance

Download or read book Impacts of the Fleet Response Plan on Surface Combatant Maintenance written by Roland J. Yardley and published by Rand Corporation. This book was released on 2006 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: To achieve a more responsive and more readily deployable fleet of surface combatants, the Navy adopted the Fleet Response Plan (FRP) in 2003 to replace its traditional ship maintenance and readiness cycle. The goal of the FRP is to have non-deployed ships achieve a high level of readiness earlier and to maintain high readiness longer so that they can deploy on short notice. However, a challenge of implementing the FRP is establishing the processes and procedures, as well as a ready industrial base, to facilitate maintenance planning and execution to meet the now unpredictable FRP surge requirements and maintenance demands. By concentrating specifically on the DDG-51 class of destroyers, the authors of this report look at the effects the FRP has had thus far and determine whether maintenance resources are meeting maintenance demands and whether related industry resources have been coordinated effectively. Overall, the authors determine that the initiative appears to have promising effects but that more time will be needed to assess maintenance supply and demand apart from the increase of funding tied to military operations post-September 11, 2001.

Book Naval Surface Ship Maintenance

Download or read book Naval Surface Ship Maintenance written by Darien A. Sears and published by . This book was released on 2021 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis presents an alternative approach towards meeting the challenge of delays within Private Sector repair of Naval Surface Ships. The quest to create greater efficiency, effectiveness, and excellence at the workplace has been a source of discussion and debate in the Navy for decades, particularly within the complex Private Sector Surface Ship maintenance enterprise. Recently, the Chief of Naval Operations (CNO) emphasized the priority to improve depot-level maintenance of Navy ships, which directly impacts our readiness to project power against our most lethal adversaries. The CNO presented the delay and overall under-performance of depot-level maintenance as a "challenge [that] is not new."[25] I submit that there is too much focus on overcoming this ship repair issue through the use of money and policy and not enough attention directed toward improving the underlying human relationships involved in executing these complex jobs. To explore this concept, this thesis describes the main stakeholders involved in the Navy non-nuclear surface ship maintenance enterprise; briefly outlines the current maintenance process from contract formation to ship delivery; and discusses the known factors contributing toward private sector surface ship maintenance delays. I make use of direct reports from the Navy, formal analytical reports, other relevant literature, and interviews conducted with 20 respondents including Navy Commanding Officers, a Private Shipyard General Manager, and a Regional Maintenance Center Waterfront Operations Director, among others. Four themes emerged for areas of suggested improvement: a refocused purpose and vision, updated motivation techniques, more systems thinking, and effective communication and coordination. I also present a case study of two private shipyards at one company which have practiced an alternative approach to maintenance challenges in relation to findings within the four themes. An analysis of this case in the context of the broader literature, in connection to the four themes led to further insights, recommendations, and areas for future research

This book was released on 2017-09-23 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Navy has over 150 non-nuclear surface ships that it repairs, maintains, and modernizes using privately owned shipyards. The Navy concluded in 2010 that readiness of the surface ship force was below acceptable levels. This, in addition to the concerns of leadership about cost and schedule growth, led to a revised readiness strategy and, in 2015, introduction of a new contracting strategy for ship repair, referred to as MAC-MO. House Report 114-102 accompanying the fiscal year 2016 National Defense Authorization Act included a provision for GAO to review the Navy's implementation of the MAC-MO strategy. This report assesses (1) the potential benefits of the MAC-MO contracting strategy, (2) process changes the Navy has made to address any challenges and to capitalize on anticipated benefits, and (3) how the strategy will potentially affect the Navy's ship repair industrial base. GAO analyzed the Navy's acquisition planning documentation, lessons learned, and contracts. GAO interviewed Navy officials and visited regional maintenance centers in Norfolk, Va.; San Diego, Calif.; and Mayport, Fla. GAO also interviewed previous and prospective Navy ship maintenance contractors.

Book Ships Maintenance Repair and Modernization Overseas

Download or read book Ships Maintenance Repair and Modernization Overseas written by Keith Lynn Marchbanks and published by . This book was released on 1992 with total page 93 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis identifies material readiness issues and the effects of funding constraints on surface ship maintenance and repair requirements overseas. A background discussion of innovative surface ship maintenance and repair concepts is provided. The identification of material readiness and funding issues is accomplished through an examination of overseas surface ship maintenance resource requirements, focusing on the regional areas of Western Asia and the Mediterranean Sea. An assessment of alternative source maintenance costs, underlying issues confronting overseas maintenance and repair contracting, and the effects of current and projected funding trends are presented. The resulting research provides supportive evidence that mobile repair ship capability has, and will continue to be a critical prerequisite to sustain material readiness of deployed forces in remote geographical locations during periods of regional crisis ... Book Application of Decision Analysis to a Maintenance Strategy for Naval Surface Ships

Download or read book Application of Decision Analysis to a Maintenance Strategy for Naval Surface Ships written by David W. Barns and published by . This book was released on 1974 with total page 73 pages. Available in PDF, EPUB and Kindle. Book excerpt: The maintenance problem aboard naval ships is one of maximizing the effect of application of scarce resources in order to restore and maintain ship system effectiveness. Several generalized decisions constitute the maintenance administration process including (1) decision to perform preventive maintenance (2) decisions to perform corrective maintenance, (3) decisions regarding which to do first in complex situations, and (4) the overhaul planning process. The decisions are critically examined from a decision analysis standpoint to identify the action, events, probabilities, and potential consequences which make up the decision. A system of costs and potential costs is proposed to serve as the decision criterion and is applied to the analysis in this case. Although application to specific real-world maintenance problems may require considerable adaption, it is asserted that structuring the decision in proposed format will improve the quality of the decisions.

Book Surface Ship Overhaul Decision Analysis

Download or read book Surface Ship Overhaul Decision Analysis written by John Bigelow Perkins and published by . This book was released on 1992 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: Efficient Surface Ship Maintenance and repair is vital to the U.S. Navy. With defense budgets tightening, accurate and economically sound decision making in this program is essential. To improve decision making, it would be helpful to have an accurate analysis program to evaluate the adequacy of ship maintenance and repair decisions. This system should use available overhaul information to identify errors made during the overhaul process. This thesis analyses current Navy ship maintenance and repair feedback processes to determine if any system is used presently that adequately measures the accuracy of decisions made within the Surface Ship Maintenance Program. Further, this thesis develops an overhaul decision analysis model to assess the present Navy surface ship decision process. Finally, this thesis draws conclusions based on application of the model. These findings address both cost and equipment readiness issues to demonstrate the benefits of an an effective surface ship decision analysis program ... Book TRIDENT System Surface Ship Maintenance Process Description and Comparison Study

Download or read book TRIDENT System Surface Ship Maintenance Process Description and Comparison Study written by Benjamin Siegel and published by . This book was released on 1977 with total page 141 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this study was to identify and describe the maintenance processes that are currently being performed by surface ships (destroyers/frigates) and those contemplated to be implemented by the TRIDENT Submarine System and to compare their salient situations, procedures, and method of handling data in these processes. Information used as a basis for describing these maintenance processes was acquired from interviews with shipboard personnel, discussions with Ships Parts Control Center (SPCC) and NAVSEA codes, and documents pertaining to TRIDENT operations and maintenance. Formats were developed to summarize this information and to assist in comparisons. The TRIDENT Submarine System is contemplated to be more automated and employ software to a greater extent than surface ships currently do in the implementation of maintenance processes at the organizational and intermediate levels. The comparison of these maintenance processes is based on acquired data and is not judgmental with respect to preferability. (Author).
