Book excerpt: The Royal Australian Navy has embarked on an ambitious plan to modernise its maritime capabilities to support Australia's defence strategy. The 2020 Defence Strategic Update calls for Australia to be ready to shape the strategic environment, deter actions against its interests and respond with military force when required. Maritime capabilities feature heavily in the update, including those related to robotics, autonomous systems and artificial intelligence (RAS-AI). The Navy recently established the RAS-AI Directorate, giving it the responsibility of developing a maritime RAS-AI strategic roadmap to provide a path for developing and employing RAS-AI out to 2040. In this report, the authors provide an evidence base to inform the Navy's thinking as it develops its RAS-AI Strategy 2040. Analysing a range of information captured through a literature review, environmental scan, interviews and workshops, the authors make observations that should shape the evolution of the strategy. A framework for the strategy, consisting of the future operational context, potential RAS-AI effects and a high-level technology roadmap, is developed and populated, and objectives for RAS-AI and implementation lines of effort are identified and discussed. For the Navy's RAS-AI strategy to succeed, its implementation needs to be planned in a manner that recognises the evolving environment that the service will contend with over the next two decades.

As part of the Campaign Plan to implement the strategy, the RAN asked RAND Australia to identify how international innovation and rapid acquisition practices might improve its processes to acquire and field RAS-AI. The RAN is in the process of modernising its forces to better address the growing challenges Australia faces in the Indo-Pacific region. Increased state competition in the region combined with accelerated military modernisation have prompted the RAN to consider the use of RAS-AI systems in maritime roles and missions. The authors used a combination of methodologies-literature reviews, a survey of current practice, and elicitations of subject-matter experts-to develop approaches the RAN might consider for enabling innovation with, and rapid acquisition of, RAS-AI capabilities in the near and medium terms. The report's findings highlight that to innovate with RAS-AI systems most effectively, the RAN needs to ensure that leadership and guidance are provided from the highest levels to enable development of an innovation ecosystem that proactively engages academia and industry, including non-traditional stakeholders. The RAN must also clearly define and communicate current and future challenges, reduce barriers to marketplace entry and engagement, and form long-term relationships to ensure trust and credibility.

A RAND Australia research team is supporting the RAN in this endeavour by building an evidence base to help identify and shape the underpinning activities. This report provides an overview of the current landscape and trajectory of maritime RAS-AI technologies in the near and long term (out to 2040) and a high-level review of the missions that might be possible in the near, medium, and long terms in light of relevant technological and non-technological enablers. Rather than examining the wider integration of artificial intelligence in maritime operations, this report focuses on advances in missions and technologies underpinning uncrewed platforms, including uncrewed aerial, surface, and underwater vehicles. In addition to outlining the key technological enablers for near- and long-term RAS-AI missions, the report points to three key principles that should be taken into account in RAS-AI capability development: (1) a focus on the interaction of multiple technologies (both new and 'legacy' systems) rather than a single technological solution; (2) consideration of complementary advances in defence and commercial RAS-AI systems; and (3) monitoring of non-technical factors, such as evolving regulatory, legal, policy and ethical frameworks that might significantly shape future technology adoption pathways.

This report provides an overview of the various impacts of robotics, autonomous systems, and artificial intelligence (RAS-AI) on the Defence workforce to inform the RAN's ongoing efforts to facilitate RAS-AI integration. The authors draw on a review of relevant open-source academic and grey literature, with a focus on identifying possible lessons for the RAN. The analysis concentrated on the overall impacts of RAS-AI on the Defence workforce and skills, with a particular focus on the implications of human-machine teaming (HMT) for the Defence workforce. The findings underscore the fundamentally different and novel way of working required to effectively adopt HMT. Integration of HMT into the workforce will require flexible management of complex personnel networks and continuous adaptation of existing structures and concepts. This report is a continuation of work conducted in support of the RAN's RAS-AI Strategy 2040, released in 2020. RAND Australia was asked to provide policy analysis and advice to support development of an actionable RAS-AI Campaign Plan that could assist RAS-AI implementation efforts. The research team has examined three specific areas to support development of an actionable plan: military innovation, a missions and technology assessment for maritime RAS-AI, and HMT. This work should inform the RAN, other Australian Defence services, and Defence more broadly about the implications of HMT for the RAN's future workforce.

Book excerpt: Autonomous vehicles (AVs) have been used in military operations for more than 60 years, with torpedoes, cruise missiles, satellites, and target drones being early examples.1 They have also been widely used in the civilian sector-for example, in the disposal of explosives, for work and measurement in radioactive environments, by various offshore industries for both creating and maintaining undersea facilities, for atmospheric and undersea research, and by industry in automated and robotic manufacturing. Recent military experiences with AVs have consistently demonstrated their value in a wide range of missions, and anticipated developments of AVs hold promise for increasingly significant roles in future naval operations. Advances in AV capabilities are enabled (and limited) by progress in the technologies of computing and robotics, navigation, communications and networking, power sources and propulsion, and materials. Autonomous Vehicles in Support of Naval Operations is a forward-looking discussion of the naval operational environment and vision for the Navy and Marine Corps and of naval mission needs and potential applications and limitations of AVs. This report considers the potential of AVs for naval operations, operational needs and technology issues, and opportunities for improved operations.

Procurement processes informed by virtual and in the field experimentation and prototyping will be essential to keep step with the accelerating rate of change of technology. Army must take the time now to understand and decide how it wishes to use the technology and then pursue its acquisition rapidly, as the technology matures.

Book excerpt: The nexus of robotics and autonomous systems (RAS) and artificial intelligence (AI) has the potential to change the nature of warfare. RAS offers the possibility of a wide range of platforms-not just weapon systems-that can perform "dull, dangerous, and dirty" tasks- potentially reducing the risks to soldiers and Marines and possibly resulting in a generation of less expensive ground systems. Other nations, notably peer competitors Russia and China, are aggressively pursuing RAS and AI for a variety of military uses, raising considerations about the U.S. military's response-to include lethal autonomous weapons systems (LAWS)-that could be used against U.S. forces. The adoption of RAS and AI by U.S. ground forces carries with it a number of possible implications, including potentially improved performance and reduced risk to soldiers and Marines; potential new force designs; better institutional support to combat forces; potential new operational concepts; and possible new models for recruiting and retaining soldiers and Marines. The Army and Marines have developed and are executing RAS and AI strategies that articulate near-, mid-, and long-term priorities. Both services have a number of RAS and AI efforts underway and are cooperating in a number of areas. A fully manned, capable, and well-trained workforce is a key component of military readiness. The integration of RAS and AI into military units raises a number of personnel-related issues that may be of interest to Congress, including unit manning changes, recruiting and retention of those with advanced technical skills, training, and career paths. RAS and AI are anticipated to be incorporated into a variety of military applications, ranging from logistics and maintenance, personnel management, intelligence, and planning to name but a few. In this regard, most consider it unlikely that appreciable legal and ethical objections to their use by the military will be raised. The most provocative question concerning the military application of RAS and AI being actively debated by academics, legal scholars, policymakers, and military officials is that of "killer robots" (i.e., should autonomous robotic weapon systems be permitted to take human life?). Potential issues for Congress include the following: Would an assessment of foreign military RAS and AI efforts and the potential impact on U.S. ground forces benefit policymakers? Should the United States develop fully autonomous weapon systems for ground forces? How will U.S. ground forces counter foreign RAS and AI capabilities? How should the Department of Defense (DOD) and the Services engage with the private sector? What are some of the personnel-related concerns associated with RAS and AI? What role should Congress play in the legal and ethical debate on LAWS? What role should the United States play in potential efforts to regulate LAWS?

RAS refers to the physical layout (robotic) and cognitive (autonomous) aspects of certain unmanned or uninhabited systems. Although the public’s perception of RAS is often rather narrow, seen as exclusively about lethal force use, the reality is RAS can be applied to numerous military functions and tasks, for example to transporting and supply or for communication. Though long seen as the future of warfare, the application of RAS is relatively new and experimental in most militaries, including in the Dutch Armed Forces. In 2018, the Royal Netherlands Army established an experimental unit to explore the use of RAS and research key topics on the application of such systems by militaries. This article is a summary of the army’s Concept Development & Experimentation (CD&E) plan and its research on RAS for Military use, conducted over a two-year period at the RAS unit of CLAS situated at the 13 light brigade. This paper builds on previous research on military applications of RAS and briefly discusses questions of autonomy, as well as ethical and legal considerations. This paper highlights the importance of attempting a different approach within the army to keep up with technical innovations but reflects on the challenges that can arise within a large bureaucratic organization.

Recognizing that warfighters might no longer have a guaranteed technological advantage, the Department of Defense (DoD) is in the midst of an ambitious modernization program that seeks to ensure superiority in the future battlespace. The Third Offset Strategy, a successor to the Second Offset Strategy of the Cold War (which saw the development of the Army's current big-five platforms to counter numerically superior Soviet conventional forces) is focused on leveraging emerging and disruptive technologies. In particular, human-machine teaming, also referred to as manned-unmanned teaming, will integrate people with autonomous systems or artificial intelligence to enhance decisionmaking speed. This will enable U.S. forces to react faster than future threats and achieve decision dominance. Near-peer competitors have taken concerted action to develop their indigenous robotics and autonomous systems. Russian President Vladimir Putin has called on their defense industry to create 'autonomous robotic complexes.' The Russian Military Industrial Committee, responsible for Russian military industrial policy, has set a goal to replace 30 percent of all military technology with RAS by 2025, developing several models of remotely operated combat vehicles designed for a variety of missions, including direct combat. China has also made major strides in RAS by studying the U.S. deployment of unmanned systems and the Third Offset Strategy. The U.S.-China Economic and Security Review Commission concluded that Chinese military thinkers posit that autonomous systems are contributing to an ongoing revolution in military affairs that 'relies on long-range, precise, smart, stealthy and unmanned weapons platforms.' China's intent is for robotics and autonomous systems, particularly artificial intelligence, to allow it to dominate the next generation of 'intelligentized' warfare"--Publisher's web site.
