It argues that Hong Kong has been poorly governed since transferring to Chinese rule, and that public frustration with governmental performance, including anti-subversion laws and slow democratisation, has resulted in the regular and massive protests, which have been rare in Hong Kong's past political development. The book then assesses different explanations for Hong Kong's government problems, including lack of social cohesion, incomplete economic restructuring, structural budgetary deficit, severe social inequality, intensifying cronyism and deficiencies within the political system itself. It goes on to discuss the implications of poor governance for legislative elections, civil society and constitutional development, and considers the prospects for the future. It argues that although in the short-term the Hong Kong government has managed to maintain its popular support ratings, in the longer run it is unlikely to be able to maintain its legitimacy in dealing with the fundamental challenges of government unless the current system is replaced by popular election of the government with appropriate institutional capacity and political powers.

Book excerpt: The dramatically increasing aging population of Hong Kong has elicited new risks and opportunities to facilitate a positive life for older adults. This book offers a holistic review of gerontological theories and literature, and constructs a conceptual framework of social support networks, coping and positive aging. In light of the implications of the convoy model of social support to depict an indigenous landscape of positive aging in Hong Kong, this is one of the very few empirical studies that adopts both quantitative research and qualitative research. The research consisted of a pilot study of in-depth interviews with 16 older Hong Kong Chinese and a main study surveying 393 older members of District Elderly Community Center. The results of the study indicate that family and peer support constitute the mainstay of support networks of the elderly, and that family and peer support are associated with positive aging. Moreover, the study shows that it is the depth of emotional closeness, namely, close interaction and intimacy with social partners that makes the greatest contribution to positive aging. Additionally, problem coping and emotion coping are found to mediate the relationship between social support networks and positive aging. There is potential in bringing more domestic helpers into elderly care and improving the service quality such that the goal of Aging in Place can be promoted in Hong Kong. Intended for researchers in social work, gerontology and positive psychology, it is also essential reading for graduates and social work professionals interested in this area. This book makes a valuable contribution to social gerontological research among Hong Kong older adults and the promotion of wellbeing in the elderly via the construct of positive aging in the culture of Chinese society.

Book excerpt: During the first decade of the twenty-first century, worker resistance in China increased rapidly despite the fact that certain segments of the state began moving in a pro-labor direction. In explaining this, Eli Friedman argues that the Chinese state has become hemmed in by an "insurgency trap" of its own devising and is thus unable to tame expansive worker unrest. Labor conflict in the process of capitalist industrialization is certainly not unique to China and indeed has appeared in a wide array of countries around the world. What is distinct in China, however, is the combination of postsocialist politics with rapid capitalist development.Other countries undergoing capitalist industrialization have incorporated relatively independent unions to tame labor conflict and channel insurgent workers into legal and rationalized modes of contention. In contrast, the Chinese state only allows for one union federation, the All China Federation of Trade Unions, over which it maintains tight control. Official unions have been unable to win recognition from workers, and wildcat strikes and other forms of disruption continue to be the most effective means for addressing workplace grievances. In support of this argument, Friedman offers evidence from Guangdong and Zhejiang provinces, where unions are experimenting with new initiatives, leadership models, and organizational forms.

A detailed contrastive analysis between Cantonese and (a) English, (b) Modern Written Chinese, and (c) Putonghua helps explain the nature of the linguistic and acquisitional challenges involved. Economic forces and sociopolitical realities helped shape the ‘mother tongue education’ or ‘dual MoI streaming’ policy since September 1998. The book provides a critical review of the significant milestones and key policy documents from the early 1990s, and outlines the concerns of stakeholders at the receiving end. Another MoI debate concerns the feasibility and desirability of teaching Chinese in Putonghua (TCP). Based on a critical review of the TCP literature and recent psycholinguistic and neuroscience research, the language-in-education policy implications are discussed, followed by a few recommendations. Hongkongers of South Asian descent saw their life chances curtailed as a result of the post-1997 changes in the language requirements for gaining access to civil service positions and higher education. Based on a study of 15 South Asian undergraduate students’ prior language learning experiences, recommendations are made to help redress that social inequity problem.
