Following an initial section on reconciliation of historic grievances, this report describes initiatives in the four areas addressed by the action plan: (1) partnerships (all schools received public awareness materials; students and teachers participated in cross-cultural programs; Aboriginal language and culture programs were funded and conducted; federal, provincial, and territorial ministers of Aboriginal affairs and five national Aboriginal organizations met for the first time in 2 years; and national and regional partnership think tanks were conducted); (2) governance (legislation for the Nisga'a Final Agreement was passed; 86 land claims were settled or negotiated; and over 100 professional development projects were completed for Aboriginal administrators); (3) new fiscal relationships (93 percent of First Nations communities completed community accountability and management assessments; a national model was completed for the Canada/First Nations Funding Agreement; the Aboriginal Financial Officers Association awarded its first Certified Aboriginal Financial Manager designations; and Canada, Saskatchewan, and the Federation of Saskatchewan Indian Nations completed exploratory fiscal relations and governance discussions); and (4) community, people, and economies (132 Income Security Reform demonstration projects were conducted in 354 First Nations communities, and numerous First Nations communities participated in initiatives related to community-based housing, water and sewer systems, and policing agreements). A final section describes progress on the Northern Agenda, including creation of Canada's third territory, Nunavut, in 1999, and various agreements related to land claims, self-government, transfer of programs and services, and job creation. Book excerpt: Professional planning is commonly defined as an activity which is concerned with the rational allocation or exploitation of resources for man's maximum short- and long-term benefit. The science of. ecology is the study of the basic components of these resources (soil, water, air etc. ) and their inter relationships with living organisms. Planning and ecology therefore have many common interests and, as such, have long been associated in resource management. This association was, for example, reflected as early as the 19th century in the writings of Patrick Geddes, the progenitor of modern town planning, whose training as a biologist led him to re-interpret the phenomena of urbanization in ecological terms (Geddes, 1886). Since the time of Geddes the place of ecology has declined in planning circles as other professions and considerations, initially public health and engineering, latterly economic and sociological, have become more central. The reasons for this shifting emphasis are three-fold. First, they reflect changing social attitudes and aspirations in the post-war period. Secondly, many other professions and persuasions (agriculturalists, foresters, in dustrialists etc. ) became organized as pressure groups and helped shape public attitudes and governmental actions. Thirdly, and by far the most important reason, is the prevalence of misconceptions about ecology. Too many people, perhaps misled by the debate surrounding the' environmental movement', equate ecology with conservation. In reality, conservation is but one component part of ecology.

Book excerpt: Britain and America were the first two countries with mechanised cotton manufacturing industries, the first major factory systems of production and the first major employers of women outside of the domestic environment. The combination of being new wage earners in the first trans-national industry and their public prominence as workers makes these women's role as employees significant; they set the early standard for women as waged labour, to which later female workers were compared. This book analyses how women workers influenced patterns of industrial organization and offers a new perspective on relationships between gender and work and on industrial development. The primary theme of the study is the attempt to control the work process through co-operation, coercion and conflict between women workers, their male counterparts and manufacturers. Drawing upon examples of women's subversive activities and attitudes toward the discourses of labour, the book emphasizes the variety of women's work experiences. By using this diversity of experience in a comparative way, the book reaches conclusions that challenge a variety of historical concepts, including separate spheres of influence for men and women and related economic theories, for example that women were passive players in the workplace, evolutionary theories with respect to industrial development, and business culture within and between the two industries. Overall it provides the fresh approach that highlights and explains women's agency as operatives and paid workers during industrialization.
