Book excerpt: This report discusses management problems associated with the Social Security Administration's (SSA) Supplemental Security Income (SSI) program, the nation's largest cash assistance program for the poor. The SSA has been troubled with program abuses and mismanagement, increasing SSI overpayment, and SSA's inability to adequately recover outstanding SSI debt. The SSI program's vulnerability to fraud and abuse, and the magnitude of overpayments involved, were primary factors in the decision to designate SSI a high-risk program in 1997 and to begin to document the underlying causes of long-standing SSI program problems.
