Book excerpt: The Opportunities Fund for Persons with Disabilities was established in 1997 to assist persons with disabilities in preparing for, obtaining, & keeping employment or becoming self-employed, thereby increasing their economic participation & independence. The purpose of this summative evaluation was to measure the effectiveness, impacts, & effects of the Fund. The methodological approach for the evaluation was based on multiple lines of evidence, including documentation review, key informant interviews, analysis of administrative data, surveys of employers, participants, & a comparison group, focus groups with participants & stakeholders, and case studies that illustrated program delivery. In this report, a profile of participant & program activity is followed by evaluation findings related to program rationale, implementation, and cost-effectiveness, and by summaries of program impacts on participants (including employment outcomes), employers, & organizations. The final section draws summary observations on the implications of the Fund programs with regard to their relevance, achievements, and challenges in program management, policy, & design.

Book excerpt: This research on employment programs for people with disabilities draws on focus group sessions, specially designed & administered surveys, interviews with employers, and analysis of several of Statistics Canada's large population surveys. Chapter 1 describes the employment situation of people with disabilities and chapter 2 explores the intergovernmental, funding, & program context for addressing the low employment of people with disabilities. Chapters 3 to 10 look at a range of measures needed for participation in education, training, & employment and key issues that people with disabilities are encountering related to these measures. The measures include labour market integration programs, assessment & counselling services, labour market information services, education & training programs, disability supports, financial & technical supports, general community employment measures & opportunities, human rights and anti-discrimination measures, and supports for employers. The final chapters summarize the findings and suggest some potential solutions to further the employment of people with disabilities.
