Book Governing by Contract

Download or read book Governing by Contract written by Phillip J. Cooper and published by CQ Press. This book was released on 2002-07-01 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: Is the public getting a good deal when the government contracts out the delivery of goods and services? Phillip Cooper attempts to get at the heart of this question by exploring what happens when public sector organizations—at the federal, state and local levels—form working relationships with other agencies, communities, non-profit organizations and private firms through contracts. Rather than focus on the ongoing debate over privatization, the book emphasizes the tools managers need to form, operate, terminate or transform these contracts amidst a complex web of intergovernmental relations. Cooper frames the issues of public contract management by showing how managers are caught in between governance by authority and government by contract. By looking at cases ranging from the management of Baltimore schools to the contracting of senior citizen programs in Kansas, he offers practical information to students and practitioners and a theoretical context for their work. At every turn, the author avoids bogging readers down in technical jargon. Instead the book sheds light on a crucial part of any public manager's job with lively case material and no-nonsense guidance for making the most of taxpayer dollars.

Available in PDF, EPUB and Kindle. Book excerpt: In the flush of enthusiasm to make government work better, reformers from both left and right have urged government to turn as many functions as possible over to the private sector and to allow market competition instill efficiency and choice. In fact, government has been doing just this for years: every major policy initiative launched since World War II has been managed by public-private partnerships. Yet such privatization has not solved government's problems. While there have been some positive results, thee has been far less success than advocates of market competition have promised. In a searching examination of why the "competition prescription" has not worked well, Donald F. Kettl finds that government has largely been a poor judge of private markets. Because government rarely operates in truly competitive markets contracting out has not so much solved the problems of inefficiency, but has aggravated them. Government has often not proved to be an intelligent consumer of the goods and services it has purchased. Kettl provides specific recommendations as to how government can become a "smart buyer," knowing what it wants and judging better what it has bought. Through detailed case studies, Kettl shows that as market imperfections increase, so do problems in governance and management. He examines the A-76 program for buying goods and services, the FTS-2000 telecommunications system, the Superfund program, the Department of Energy's production of nuclear weapons, and contracting out by state and local governments. He argues that government must be more aggressive in managing contracts if it is to build successful partnerships with outside contractors. Kettl maintains that the answer is not more government, but a smarter one, which requires strong political leadership to refocus the bureaucracy's mission and to change the bureaucratic culture.

Book Illusions of Prosperity

Download or read book Illusions of Prosperity written by Joel Blau and published by Oxford University Press. This book was released on 2001-05-03 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: Faith in the free market--the idea that profit seeking, managed care companies will improve the health care delivery system--has become a hot topic in the public policy debate. But, as Joel Blau demonstrates in this splendid work, so-called "free market" programs have been a dismal failure. Here, he launches a far-reaching assault on the idea that "the market" knows best. He looks at recent reforms in NAFTA, education, job training, welfare, and much more, showing that the new social policies have made matters worse and calling for a stronger, more caring government to counter the debilitating effects of the market. He also urges the development of the broadest possible political alliances to ensure economic security. Sure to raise controversy, this book turns today's conventional wisdom inside out, making a profound case for the importance of a strong government in a world where markets do not have all the answers.

Book Shadow Elite

Download or read book Shadow Elite written by Janine R. Wedel and published by Basic Books. This book was released on 2009-11-10 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: It can feel like we're swimming in a sea of corruption. It's unclear who exactly is in charge and what role they play. The same influential people seem to reappear time after time in different professional guises, pressing their own agendas in one venue after another. According to award-winning public policy scholar and anthropologist Janine Wedel, these are the powerful "shadow elite," the main players in a vexing new system of power and influence. In this groundbreaking book, Wedel charts how this shadow elite, loyal only to their own, challenge both governments'; rules of accountability and business codes of competition to accomplish their own goals. From the Harvard economists who helped privatize post-Soviet Russia and the neoconservatives who have helped privatize American foreign policy (culminating with the debacle that is Iraq) to the many private players who daily make public decisions without public input, these manipulators both grace the front pages and operate behind the scenes. Wherever they maneuver, they flout once-sacrosanct boundaries between state and private. Profoundly original, Shadow Elite gives us the tools we need to recognize these powerful yet elusive players and comprehend the new system. Nothing less than our ability for self-government and our freedom are at stake.
