The National Aeronautics and Space Administration (NASA) workforce is highly skilled and competitive and employees frequently work under intense pressure to ensure mission success. The Office of the Chief Health and Medical Officer at NASA requested that the Institute of Medicine review its occupational health programs, assess employee awareness of and attitude toward those programs, recommend options for future worksite preventive health programs, and ways to evaluate their effectiveness. The committee's findings show that although NASA has a history of being forward-looking in designing and improving health and wellness programs, there is a need to move from a traditional occupational health model to an integrated, employee-centered program that could serve as a national model for both public and private employers to emulate and improve the health and performance of their workforces.

A Smarter National Surveillance System for Occupational Safety and Health in the 21st Century provides a comprehensive assessment of the state of OSH surveillance. This report is intended to be useful to federal and state agencies that have an interest in occupational safety and health, but may also be of interest broadly to employers, labor unions and other worker advocacy organizations, the workers' compensation insurance industry, as well as state epidemiologists, academic researchers, and the broader public health community. The recommendations address the strengths and weaknesses of the envisioned system relative to the status quo and both short- and long-term actions and strategies needed to bring about a progressive evolution of the current system.

Critics argue that CBA forces values on unquantifiable factors, that it does not adequately measure benefits across generations, and that it is not adaptable in situations of uncertainty. Proponents, on the other hand, believe that a well-done CBA provides useful, albeit imperfect, information to policymakers precisely because of the standard metrics that are applied across the analysis. Largely absent from the debate have been practical questions about how the use of CBA could be improved. Relying on the assumption that CBA will remain an important component in the regulatory process, this new work from Resources for the Future brings together experts representing both sides of the debate to analyze the use of CBA in three key case studies: the Clean Air Interstate Rule, the Clean Air Mercury Rule, and the Cooling Water Intake Structure Rule (Phase II). Each of the case studies is accompanied by critiques from both an opponent and a proponent of CBA and includes consideration of complementary analyses that could have been employed. The work's editors - two CBA supporters and one critic - conclude the report by offering concrete recommendations for improving the use of CBA, focusing on five areas: technical quality of the analyses, relevance to the agency decision-making process, transparency of the analyses, treatment of new scientific findings, and balance in both the analyses and associated processes, including the treatment of distributional consequences.

The jury is still out, however, on how many of these positions represent a significant source of long-term job quality and security. Where Are All the Good Jobs Going? addresses the most pressing questions for today's workers: whether the U.S. labor market can still produce jobs with good pay and benefits for the majority of workers and whether these jobs can remain stable over time. What constitutes a "good" job, who gets them, and are they becoming more or less secure? Where Are All the Good Jobs Going? examines U.S. job quality and volatility from the perspectives of both workers and employers. The authors analyze the Longitudinal Employer Household Dynamics (LEHD) data compiled by the U.S. Census Bureau, and the book covers data for twelve states during twelve years, 1992–2003, resulting in an unprecedented examination of workers and firms in several industries over time. Counter to conventional wisdom, the authors find that good jobs are not disappearing, but their character and location have changed. The market produces fewer good jobs in manufacturing and more in professional services and finance. Not surprisingly, the best jobs with the highest pay still go to the most educated workers. The most vulnerable workers—older, low-income, and low-skilled—work in the most insecure environments where they can be easily downsized or displaced by a fickle labor market. A higher federal minimum wage and increased unionization can contribute to the creation of well paying jobs. So can economic strategies that help smaller metropolitan areas support new businesses. These efforts, however, must function in tandem with policies that prepare workers for available positions, such as improving general educational attainment and providing career education. Where Are All the Good Jobs Going? makes clear that future policies will need to address not only how to produce good jobs but how to produce good workers.
