Aldrich Before the Academy of Political Science, New York, Oct, 15, 1913 Since the following address was read before the Academy of Political Science, the Federal Reserve act has become a law. The Senate and the Democratic caucus practically remodeled the measure, eliminating many of the objectionable features of the House bill, and modifying provisions which had been subjected to severe criticism. The act as finally adopted will, I believe, be accepted by the national banks with a view of seeking in good faith to make its Operation a practical success and with the hope that defects may be cured by subsequent legislation. Whether the measure will meet the expectation of its friends will depend largely upon the manner in which it is administered. Its success will depend, first of all, upon the character and wisdom of the Federal Reserve Board, which is granted extraordinary powers of control over vast interests and intrusted with the decision of the intricate questions which are involved in the various pro visions of the act. The growth and improvement of the banking system are parts of the commercial and legislative history of Canada even less cultivated than the broader field of its economic history. Yet the course of the development ought by no means to be devoid of interest; the results in some respects are unique; and where it is now carried on the Cana dian system of banking is believed to be productive of the highest possible advantages. A second reason could well be found in relation with the banking situation of the United States. Observers in all quarters have noticed the growing necessity for reform in the currency and banking system Of this country, and have remarked the demonstration of the necessity in the frightful crisis precipitated by distrust in the value of the currency commonly used. From the reforms that took place in Chile in 1981, most pension and health care systems in the region have seen reform, and been fully or partially privatized. Many other countries considering reform of their own systems have been influenced by the policies implemented in Latin America. Yet despite the importance and influence of these reforms, until now there has not been an integrated and comprehensive analysis of the changes and their effects. This book is the result of four years of painstaking work, data collection, field research and international collaboration, and so fills the vacuum in the literature with a systematic comparison of pension and healthcare reforms in the 20 Latin American countries. It identifies reform models, and elaborates taxonomies to facilitate their understanding and comparison.
